Management and Program Analyst - GS 9 – 12 The candidate will provide program management and oversight of acquisition programs and projects required to support the creation of secure identification documents, printing operations and Forms Center operations. Serve as a Contracting Officer's Representative (COR) Level III for United States Citizenship and Immigration Services Firm Fixed Price, Time and Materials or Hybrid contracts. Prepare procurement packages, pay invoices timely, and maintain contract files. Complete project activities that require analysis, problem solving, and managing cross- cutting disciplines in support of operations. Prepare and maintain Standard Operating Procedures (SOPs), encompassing all tasks performed in the program area. Provide technical support in a variety of matters relating to the program area. Recommends actions required to resolve issues and to meet the mission of the Document Management Division (DMD). Other duties as assigned.
Qualification and Experience
The candidate should have following qualifications: GS-9: Must possess 1 year of specialized experience, equivalent to at least the GS-7 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Must have experience performing the following duties: Providing assistance to higher graded analysts. Develop background information for studies research documents; compile and chart statistical data. Gather, summarize, and analyze information for incorporation into final reports. Carry out specified portions or segments of projects and identifying and recommending solutions to problems. OR May also substitute successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in an accredited college or university, or a J.D. OR L.L.B. degree may be substituted for experience at the GS-9 grade level. Such education must demonstrate the skills needed to do the work. A course of study in business administration, public administration, or related fields is qualifying. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 36 semester hours should be considered as satisfying the 2 years of full-time study requirement. GS-11: Should possess one of the following: 1 one year of specialized experience, equivalent to at least the GS-9 level in the Federal government, which has equipped with the skills needed to successfully perform the duties of the position. Must have experience performing the following duties: Conduct studies to identify, analyze, and recommend solutions to problems in program operations. Use analytical techniques and statistics to assess issues related to management processes, systems and support programs. OR An LL.M., Ph.D (or equivalent doctoral degree), or three years of progressively higher level graduate education leading to such a degree may be substituted for the specialized experience requirements. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. GS-11: Must possess one of the following: 1 one year of specialized experience, equivalent to at least the GS-9 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Must have experience performing the following duties: Analyze and make recommendations on information program and operations. Conduct detailed analyses of complex functions and work processes regarding information systems. Support the development and evaluation of policies and recommend actions to achieve program objectives and improvement.
