Subpoena Specialist RESPONSIBILITIES: Reviews subpoenas received from attorneys and federal/state court systems to determine appropriate responses while meeting regulatory due dates and ensuring protection of member accounts. Identifies document originating state, reviews accuracy of information requested on subpoenas, ensures compliance with federal banking regulations, and escalates exceptions to Supervisor. Reviews and verifies agency requests to identify personal and account information (e.g., SSN, names, addresses) requested on subpoenas to determine match/none match to member account(s), prior to responding to requesting agency; escalates employee related and non-member requests to senior Specialist. Identifies, researches and interprets subpoena codes requirements, compares requests with Right to Financial Privacy Act regulations and determines legality of providing requested documents to requesting agencies and takes action to comply with codes cited. Identifies information needed to respond to subpoenas and contacts other Navy Federal areas to obtain required documents/subpoenaed materials (e.g., account statements, mortgage information). Responds to members of Naval Criminal Investigative Service (NCIS), Federal Bureau of Investigation (FBI), Internal Revenue Service (IRS), attorneys and other agencies to communicate account information, recommend and/or negotiate resolutions (e.g., due date extensions) and meet due dates. Keeps informed of changes to federal banking regulations that impact the functions of the subpoena process by discussing changes with senior staff and court employees. Administers processing of subpoenas received to ensure accurate recordation, processing and resolution. Ensures appropriate filing procedures are followed by Navy Federal to comply to specific requesting agencies. Updates and maintains a database tracking system with all information regarding requests to Navy Federal and related fees incurred by Navy Federal. Coordinate with Branch Operations management to schedule court appearances of Member Service Representatives. Pulls requested documents from various Navy Federal sources and prepares documents for delivery to the requesting court, attorney or agency. Schedules and prioritizes work to meet court imposed deadlines. Responds to federal, state and local law enforcement authorities, attorneys and credit union members concerning procedures, and expected response deadlines. Notarizes legal documents, certifications statements and account information, ensuring accuracy and validity of documents requested by issuing subpoena agencies. Bills attorneys for reimbursable costs associated with supplying requested documents. Serves as Navy Federal Custodian of Records (e.g., certifies to the court either in person or in writing the validity of the contents of member records on behalf of Navy Federal).

Qualification and Experience

QUALIFICATIONS: Experience in a customer service environment, preferably in a financial institution to include administration of financial forms and legal documents. Previous processing experience with subpoenas and related documents. Experience responding to members and agency officials on financial and legal matters. Strong knowledge of Right to Financial Privacy Act. Skill in understanding, explaining and applying regulations, instructions and procedures. Skills demonstrating working independently and handling multiple tasks while meeting deadlines. Strong time management, organization and prioritization skills. Strong research, analytical and problem solving/decision making skills. Strong interpersonal, verbal, and written communication skills. Ability to travel and appear in court as witness or Custodian of Records when summoned. Proficiency in word processing and knowledge of database software. Desired: Bachelor’s Degree and/or Paralegal Certificate. Certification for Notary Public for the state of Virginia and for a Custodian of Records for Navy Federal. Knowledge and understanding of Navy Federal programs, services and organizations, and their relationships. Knowledge of Navy Federal policies, procedures, products, and services.
