Senior Deputy County Counsel Duties : Advocates on behalf of the firm, as well as its officers and departments' employees, by advising clients and representing them in civil litigation, in state and federal courts as well as before administrative tribunals in the areas of local taxation, public finance, writ proceedings, retirement and election law. Also provides legal advice to officials in the Finance and General Government Group. Responsibilities include advocating before state and federal courts (including bankruptcy court) and administrative tribunals (e.g. assessment appeals boards or hearing officers), reviewing and interpreting statutes, regulations and case law, drafting and interpreting contracts, and providing oral and written advice on legal issues. Experience with local tax (e.g. property tax, transient occupancy tax, parcel tax, etc.) and public finance (e.g. government revenue and expenditure, bonds, budget) matters is desirable. To perform legal work in the field of local government law; to provide professional legal services to County departments, boards and commissions, school districts or special districts; and to perform related work as required. Depending on assignment, positions in this class are assigned to perform journey, lead, or supervisory functions. This classification is allocated only to the Office of County Counsel. Under direction, incumbents are responsible for independently handling cases and assignments that vary from moderate to difficult and complex, and handling cases and matters that have the greatest potential impact upon the County and its officers, boards and districts. Incumbents may also supervise a section or team of attorneys. Senior Deputy County Counsel differs from the next highest level, Chief Deputy County Counsel, in that the latter class has overall administrative authority and responsibility for a legal group or division. The examples of functions listed in this class specification are representative but not necessarily exhaustive or descriptive of any one position in the class. Management is not precluded from assigning other related functions not listed herein if such functions are a logical assignment for the position. Provides guidance and advice to Deputy and Senior Deputy County Counsel attorneys in matters of law and trial tactics, ordinance drafting and interpretation, legal research, preparation of legal briefs and opinions, and trial and appellate practices. May act as a lead or supervising attorney over an assigned section or team of attorneys and other professional staff. Provides responsive, high quality service to County employees, representatives of outside agencies and members of the public by providing accurate, complete and up-to-date information, in a courteous, efficient and timely manner. May be required to perform the functions of the lower level class in this series.

Qualification and Experience

Qualification : The candidate must have Active membership in good standing with the State Bar of California, AND 3+ years of professional, post-bar civil legal experience as an attorney. Previous experience must have included serving as an attorney handling civil law matters and cases in a public or private sector law office. Note: Experience with a public entity representing public boards and commissions, preparing and trying public entity lawsuits, and drafting ordinances and public contracts is highly desirable
