Assistant Chief, Research and Statistics (Court Executive 2A) The candidate will manage the statewide responsibilities of research and statistics in the various practice divisions within Trial Court Services. Will design and code programs for statistical reports as well as provide direction to staff who also write programs. Analyze statistics and present findings on case management trends via both written and oral reports. Program, complete and oversee production of numerous statistical reports, both on demand and regularly scheduled in mainframe and non-mainframe applications, on all aspects of case processing, including but not limited to official monthly statistics, backlog, and specialized caseloads. Coordinate with heads of various internal and external units, including the firm Division Managers, the Criminal, Family and Civil Practice Divisions, Probation, Finance, Quantitative Research, the Information Technology Office, the Automated Trial Court Services Unit, and various external agencies and stakeholders. Provide training to firm managers and staff, and external partners on various applications including but not limited to statewide monthly statistical reporting. Recommend personnel actions; recruit, coach, supervise, and evaluate staff responsible for producing various weekly, monthly, and annual reports. Recommend improvements in judiciary programs including information systems under development and rewrite projects, coordinate work between units, and perform related duties as required.
Qualification and Experience
The candidate should have done graduation from an accredited college or university with a bachelor's degree and five(5) years of professional administrative and/or program management experience; three of which shall have included responsibility for program development and/or implementation and the achievement of program goals. Applicant who do not possess the required education may substitute additional professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate's degree and two years of additional professional experience may be substituted for the required bachelor's degree. A master's degree may be substituted for one year of experience as indicated above -OR- a law degree may be substituted for two years of experience as indicated above. Knowledge of mainframe FOCUS, Web FOCUS, SAS, SPSS, Tableau, SQL, OS/MVS, ,TSO (Time Sharing Option), SDSF/JCL (System Display and Search Facility/Job Control Language), MS-Windows and Microsoft Office Products - Word, Excel & PowerPoint will be helpful. Will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position. Must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations. Must agree to a thorough background check that will include fingerprinting. Must establish, and then maintain, principal residence in the State of New Jersey if required.
