Marine Cargo Specialist, GS 9 - 11 Duties: The candidate serves as a Marine Cargo Specialist, responsible for cargo stowage planning, overseeing/monitoring, stowing and loading. Planning and loading operations are complex, involving the transshipment of hazardous cargo. Assignments cover a variety of terminal locations and pertain to a number of ships operating on different schedules. Assures that proper actions are taken to protect the interest of the government and compliance by the Contractor with regard to contract provisions. Performs developmental assignments under closer than normal supervision. Perform complex cargo stowage planning, overseeing/monitoring for the stowing and loading, planning and discharge of cargo including hazardous cargo aboard vessels; and terminal operations in direct support of loading or discharge operations. Provide technical advice, guidance and instructions to nontechnical specialist concerning difficult assignments and problems encountered to assure successful execution of functions. Inspect ships' cargo holds for required cleanliness and conditions prior to and after loading/discharge operations and ensures correction of inadequacies. Inspect to assure that full consideration is given to type and compatibility of cargo stowed, and ensures that cargo is loaded for ease of discharge and in the proper rotation for ports of discharge. Oversee contractor operations in physical loading, stowage, trimming and discharge of cargo. Coordinate and make determinations concerning a number of operations simultaneously occurring involving different ships, and locations of cargo. Assure proper stowage of classified and security cargo and obtains authorized signatures as required. Apply a thorough knowledge of stevedore contract, CFR 49, and International Maritime Dangerous Goods Code to assure proper planning and stowage compatibility on board vessels.

Qualification and Experience

Qualifications: GS-09: The candidate should have specialized experience of 1+ year of specialized experience which includes coordinating marine cargo movement and the loading and stowage of cargo aboard vessels and unloading from vessels. (GS-07).
OR
The candidate should have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
Must have combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements.

GS-11: Should have specialized 1+ year of specialized experience which includes Plans and executes marine cargo operations to include vessel loading and offloading and port staging for support of Joint Chiefs of Staff (JCS) exercises, contingencies and operations for military cargo deploying/redeploying through military and commercial ports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Should have Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Must have combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements.
