Senior Director, Senior Counsel The candidate will operates as part of larger legal/regulatory team in support of one of the largest competitive voice providers in the country. Will support management in providing legal advice and recommendations for action to executives and their reports. Research legal principles and precedents and apply knowledge to effectively address stakeholder requests. Gather relevant case law and regulations and draft and execute legal documents. Analyze proposed and established federal and state legislation and regulations, prepare legal documents, regulatory filings and review company policies. Advise management on legal/regulatory matters and facilitate compliance with applicable laws and regulations. Work collaboratively with, and provide appropriate work guidance to, paraprofessional and support staff in developing solutions to problems presented. Actively and consistently support all efforts to simplify and enhance the customer experience. Work interdependently with other attorneys and regulatory subject-matter experts in support of our residential and business competitive voice services. Interpret state and federal telecom laws, rulings, and regulations for corporation. Prepare and present compliance and legal briefings to management. Represent corporation in legal and regulatory proceedings, including state utility commissions. Participate in development of plans and provide assistance to internal clients in response to newly passed legislation and regulations. Assist with evaluation and development of proposed legislation and regulations. Research and draft administrative and legislative proposals, regulations and reports. Evaluate existing policies, procedures and assist with developing applicable training for the company. Field and answer questions from business units concerning legal topics related to our competitive voice service. Negotiate and draft business agreements. Coordinate and manage outside counsel. Stay informed of industry-specific legislation/regulations and work with stakeholders to ensure that appropriate risk management strategies are implemented. Synthesize information and make appropriate recommendations to management, as needed. Perform other related duties as required.
Qualification and Experience
The candidate should have a J.D. degree from an accredited US law school. Should have admission to State Bar of practice. Must have 12+ years of experience in legal regulatory practice. Should also have 12+ years experience advising a competitive LEC. Litigation (or litigation management) experience before state utility commissions and/or the FCC a plus. Experience negotiating and arbitrating voice interconnection agreements, and in effectively resolving intercarrier disputes required. Deep knowledge of voice interconnection laws/rules and demonstrated experience negotiating and arbitrating voice interconnection agreements, and other intercarrier disputes, before state utility commissions is needed.
