Asylum Policy Expert
The candidate will provide thought leadership to shape the approach to respond to the needs of asylum seeking people in Europe and the US, making certain that we meet the highest quality standards today, and have a plan to continuously improve over time using fact-based evidence. Develop legal insights and provide learnings from research and legal advocacy to document and educate the organization about the legal and administrative changes that threaten due process in asylum and immigration courts in key countries across Europe and the United States. Develop legal insights and a framework to be used by technical units to align and improve program quality and technical support, and for implementation to be conducted in a cohesive and effective way. Map critical issues in asylum law in the US, Central America and Europe. Comprehensive scan of the current political landscape, and the implications or interrelationships with anticipated movements in international and domestic asylum laws. Executive summaries of critical issues across and within the regions (US, Central America and Europe), including likely impact of potential benefits & consequences to IRC. Issues that are identified should take into account and be supported with key elements of international, domestic, administrative, regulatory, constitutional and evolving circuit court interpretations. Propose areas of intervention/solutions for the International Rescue Committee. Opportunities for improvement are prioritized based on high level estimated resources required (effort, time, funding) and potential impact (high, medium, low) to the IRC mission, and Asylum seeking. Proposed areas of intervention and investment should depict strategic, operational, financial, and people elements for success. Map critical stakeholders and potential partners for IRC in Europe and the America’s. Stakeholder mapping should identify allies and opponents of asylum trends & developments, and the driving force behind interests. An outline for change management and engagement plans are drafted for the various stakeholder groups that address the impact of current trends/changes, and their likely response (in favor or opposed). Master’s degree required. Law Degree and experience with International Immigration Law Degree a plus. 7-10 years of progressive and related experience within the context of international required. humanitarian assistance and advocacy for the rights of refugees, asylum seekers, and displaced persons. Practical experience in providing thought leadership, analytical thinking, and translating ideas into long and short term organizational performance planning. Expert communication skills (written and verbal) with a demonstrated ability to synthesize complex materials and technical topics into key learnings and insights for non-experts, in a cross-cultural environment. In depth knowledge of Asylum advocacy and support developed through practical asylum experience in immigration court, or working with asylum seeking families, and/or advocating on behalf of asylees, refugees or immigrants in a service provider role. Knowledge of international immigration law and policy, with the ability to identify and analyze legal issues, trends, advantages, consequences, etc. Self-managing, showing initiative, and ability to manage numerous tasks simultaneously. Relationship management, and working successfully across organization lines to develop a network with a diverse team of colleagues and other experts in this field. Ability to work in a complex, dynamic environment, and able to work both independently and in a dynamic, cross-functional global team structure.
