Program Analyst, GS 09 - 12 Duties: The candidate is responsible for providing analysis of a variety of subject matter relating to the effectiveness of assigned regional/Central Office program operations. Monitors, evaluates and/or executes assigned programs and initiatives. Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives. Performs studies requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions and recommending appropriate action. Conducts analytical studies that are of special interest to specific functional activities or programs, and participates in sensitive aspects of the program. Studies oftentimes include evaluation of data that is sensitive in nature. Prepares and/or conducts briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation.
Qualification and Experience
Qualification : GS-09: The candidate should have 1+ year of specialized experience equivalent to the GS-07 level in the Federal service. Should have specialized experience equivalent to the GS-7 level in the Federal service. Specialized experience is defined as making suggestions to improve programs or organizations; preparing analysis to construct business proposals; preparing materials used to present to management and/or senior staff and communicating with a wide variety of audiences.
Should have a master's or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD degree.
GS-11: Should have 1+ year of specialized experience equivalent to the GS-09 level. Should have specialized experience is experience analyzing and evaluating the effectiveness of programs to improve business and management practices. Such experience includes the following: conducting routine studies of statistical, descriptive, or evaluative information, materials, and data; preparing and delivering briefings to management and/or senior staff employees on study findings and recommendations; and assessing or assisting in the assessment of organizational performance against established goals and objectives is essential.
Should have 3+ full years of progressively higher level graduate education or PH.D or equivalent doctoral degree.
GS-12: Should have 1+ year of specialized experience equivalent to the GS-11 level in the Federal service. Should have specialized experience is applying analytical and evaluative techniques to identify, research, and propose recommendations, solutions, or improvements to the management of an organization. Must have knowledge and skill required to use qualitative and quantitative analytical techniques to research and gather information and use applicable work methods and procedures to complete each phase of assigned work/projects. Must have knowledge of qualitative and quantitative techniques required to analyze the effectiveness and efficiency of assigned programs; ability to identify problem areas, conduct research, select and evaluate technical data and to make decisions or recommendations for action based on consideration of all aspects of a problem and knowledge of program analysis, management and evaluation methodologies, including the organizational theories and research principles necessary to perform broad, far-reaching studies impacting regional and agency operations. Should have skill in interpersonal relations and in written and oral communications required to explain and negotiate requirements and/or implementation of program initiatives; ability to present findings and conduct formal meetings in a concise and professional manner.
