Program Analyst, GS 11 The candidate: Performs analysis and reconciliations related to multifaceted financial management operations. Advises and recommends the adoption of procedures implementing budgetary processes, policies, and regulations Evaluates the sufficiency and accuracy of documentation to support financial transactions, account balances and financial statement line balances. Prepares statistical data for comparison/trend analysis purposes and presents recommendations for correction of deficiencies and for improvement in operations to management. Identify problems, issues, inefficient practices, areas for improvement, resource needs, organizational deficiencies and/or impacts on related activities. Traveling is required.
Qualification and Experience
The candidate must have the following qualifications:
For GS-09 grade level in the Federal service which includes demonstrated experience in identifying problems, issues, inefficient practices, resource needs, organizational deficiencies and/or impacts on related activities; Possess experience in developing solutions to problem areas and providing recommendation presenting briefings and written reports on results of management program analysis proposed recommendations and/or problem solutions to improve management programs; participates in administering management programs such as the Government Travel Card and Internal Management Control Program; Analyzes and determines cause of unfavorable trends and program deviations and makes corrective recommendations to managers or supervisors; provide orientation of management requirements in relation to directives, policies, regulations, procedures for reorganizations, management studies.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position, education is not creditable, however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. For this position, you may qualify if your education meets the definition below: A Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
