Statewide Clients’ Rights Advocate Duties: Assist with the diverse legal needs of clients with developmental disabilities who are consumers of the state’s regional centers. Represent clients at administrative proceedings related to IHSS, Regional Center Eligibility, Regional Center Services, Special Education, and SSI/SSDI. Ensure the rights of client with developmental disabilities are enforced. Identify and employ impact advocacy strategies to remove systematic barriers for individuals with disabilities. Develop and engage in relationships and collaborations with a range of public and private community partners, including governmental agencies, and community-based organizations, to ensure integrative services for consumers of the state’s regional centers. Investigate, facilitate, and report on findings on the resolution of complaints of violation, withholding, or denial of rights made by or on behalf of clients. Directly supervise one Assistant/Associate Clients’ Rights Advocate. Develop, conduct, and participate in trainings with and for colleagues. Develop and conduct outreach, education, and training for regional center clients, their families, community groups, and other stakeholders.
Qualification and Experience
Qualifications: JD Degree or Master’s degree (MA or MS). 2+ years’ experience advocating for the rights of persons with developmental disabilities, or experience in public service law such as Special Education or Social Security in a paid or volunteer position. Experience working with and/or sensitivity to persons with disabilities. Experience working with and/or sensitivity to persons from multi-ethnic communities. Able to communicate fluently and write effectively in Spanish or an Asian language, or able to communicate using American Sign Language. Eligibility for Clients’ Rights Advocate 2 requires membership in the California State Bar, or eligibility to practice under the Registered Legal Services Attorney Program [admitted to practice in another state and eligible to practice in California for 3 years; requires admittance to the California Bar within 3 years.] Preferred Qualifications: 3+ years advocating for the rights of persons with developmental disabilities. Knowledge of resources throughout the state which are potentially available to individuals with developmental disabilities. Alternate dispute resolution training and practice. One or more years’ supervision within a work or volunteer setting. Contacts with disability organizations and/or within disability communities. Contacts with multi-ethnic organizations and/or within multi-ethnic communities. Experience providing training on various topics to a diverse range of people. Experience working with and/or sensitivity to persons with disabilities and/or experience working with and/or sensitivity to persons from multi-ethnic communities. Life experience as a person with a disability OR direct experience as a caregiver of a family member with a disability.
