Vendor Management Manager The candidate will be responsible for overseeing the vendor management process including supervision and monitoring of Small/Medium ASU vendor performance. Responsible for ensuring processes are in place to monitor vendor performance against Service Level Agreements and key contract provisions; establish processes for vendor performance reporting and issue resolution. Review the status and performance of the vendor relationship and contract to determine overall effectiveness. Provide outsourcing expertise and represent the Small/Medium ASU Business Owners during the RFP process to ensure business goals are clearly identified and achieved. Responsible for working with the Purchasing and Legal Departments to ensure vendor procurement complies with Corporate Purchasing Policies. Responsible for facilitating the RFP process, which includes requirements development, defining milestones, risk identification and mitigation and vendor selection. Work with Small/Medium ASU Business Owners to develop and document Statements of Work (SOW) that support the outsourcing arrangement. Responsible for interpreting existing and negotiating new contracts on behalf of the Small/Medium ASU. Work with Small/Medium ASU Business Owners to ensure service level agreements and contract guidelines are clearly defined and documented. Accountable for working with the Small/Medium ASU Business Owners and other impacted areas to establish new internal workflow processes and procedures to manage vendor impact on the business area. Responsible for monitoring and evaluating vendor performance and compliance with service level agreements, contract guidelines, Sarbanes Oxley regulations, disaster recovery and business continuity protocols and requirements. Support the Business Owners through coordination of issue resolution. Responsible for providing reports on vendor performance including non-compliance and making recommendations for vendor performance improvement; conduct root cause analysis, determine appropriate corrective action and impose financial penalties on Small/Medium ASU vendors. Oversee daily, weekly and quarterly progress updates as needed. Responsible for representing Small/Medium ASU Business Owners on internal committees pertaining to corporate initiatives, legislative requirements and systems initiatives, which may impact vendor. Clearly articulate these committee results with Small/Medium ASU Management, Purchasing and others in the RFI/RFP and other communications. Serves as Small/Medium ASU Liaison with other departments. Establish and develop processes specializing in the discipline of vendor value management. Establish the correct and essential internal business requirements based on CareFirst business objectives. Clearly articulate business objectives and goals with Purchasing and others in the RFI/RFP processes and in all other communications. Managing agreement with Business Owners regarding Service Level Agreements, key provisions and processes including reporting procedures and problem resolution policies. Review the status and performance of the relationship and contract to determine overall effectiveness and modify the established policies, processes and objectives to ensure defined success. Must have Bachelors degree in business or health care administration. Should have 7+ years of progressively responsible experience in the healthcare industry and at least 4+ years in management with prior experience in Vendor Management, Contracts administration, Purchasing and/or RFP/SOW work. Broad knowledge of health care legislation is required. Masters degree in Business Administration, Health Care Administration or Juris Doctorate is preferred. Closing Date: 06/12/2019.
