ProfileSenior Director of Contract Administration Duties: The candidate will direct the procurement and administration of professional services and construction contracted services, including development of Contract Administration policies and procedures. Will work closely with program and project managers to deliver the Authority's CIP through proactive administration of capital program professional services and construction contract actions. Manage professional services contract actions through all phases of contract administration to assist in the on time and within budget completion of projects. Professional services contract phases include: Request for Qualifications; Request for Proposals; conflict of interest review and determination; shortlist; selection; negotiation; pre-audit; award; contract execution; amendments; task orders; interim and post-audits; invoicing and payment; consultant performance evaluations; and contract close-out. Manage construction contract actions through all phases of contract administration to assist in the on time and within budget completion of projects. Construction contract phases include: contractor pre-qualification; pre-advertisement authorization; advertisement; conflict of interest review and determination; award; contract execution; change orders; invoicing and payment; contractor performance evaluations; and contract close-out. Analyze all contract proposals or bids and provide recommendations for senior management approval. Oversee and administer various procurement methods including: design-bid-build; design-build; construction management at risk. Coordinate contract activities with other departments including, Legal, Procurement and Logistics, Finance and Risk Departments, as required. Ensure that contracts reflect accurate costs and comply with documentation requirements of external funding sources. Assist in updating Authority protocols and procedures, including the Project Manager's Manual; Quality Assurance Manual; Resident Engineer's Manual; Contract Administration Policies and Procedures; and Directives, as required. Oversee outreach with American Council of Engineering Companies of Massachusetts, Construction Industries of Massachusetts, the Disadvantaged Business Enterprise (DBE) Community and other business partners. Assist in proactively identifying and resolving potential issues. Organize and prioritize workload, be pro-active in identifying contract administration needs/ requirements. Prepare contract administration related correspondence, reports, charts and presentations utilizing Microsoft Word, Excel, Database and PowerPoint. Work independently within broadly defined objectives in addressing complex tasks in a time-sensitive environment. Follow up on actions required while seeking guidance as necessary. Respond to each inquiry, whether from a customer, vendor or co-worker in a courteous and professional manner consistent with the Authority's Customer Service quality standard. Respond, either directly or through others, to emergencies twenty-four (24) hours per day, seven (7) days per week. Supervise and manage a team of individual employees who are members of a collective bargaining unit(s). Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees. Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies. Drive a company or personal vehicle to attend off-site meetings, as required. Other duties as may be assigned.
Qualification and Experience
Qualification: The candidate should have Bachelor's Degree from an accredited institution in Business Administration. Must have 8+ years' experience in professional services and/or construction contract procurement/ management for major projects of programs and Knowledge of public procurement regulations, contract laws and construction management. Must have 5+ years' of related experience in a supervisory capacity and trong data base management skills. Must have effective written and verbal communication, organizational, analytical, time management and interpersonal skills and working knowledge of Microsoft Word, Excel, Database and PowerPoint applications. Must have proven track record of collaboration, transparency, and problem-solving skills and excellent customer service and conflict resolution skills. Must have satisfactory work record including overall employment, job performance, discipline and safety records. Bachelor's Degree in Engineering, Architecture, Construction Management or related field combined with a Master's in Business Administration may be substituted for Bachelor's Degree in Business Administration is preferred. Juris Doctor degree(JD) may be substituted for 6 years of contract management experience and 3 years of related experience in a supervisory capacity is preferred.
