Senior Vice President US Government Affairs The candidate will work closely with Executive Vice President for Public Affairs to implement the appropriate legislative strategy for the company. The candidate will be part of a team that leads strategic planning efforts, gaining â€œbuy-inâ€ from senior executives in New York and London, as well as businesses headquartered in other major centers. Design and execute the strategies and tactic for achieving appropriate goals with each relevant Congressional, Administrative and Agency organizations and persons. Assist in managing appropriate external consulting resources to bring effective focus on specific issues or ongoing relationship development within the regulatory and legislative arenas. Create an environment that both educates and deeply involves all other appropriate functional departments on legislative policy issues. This work will involve establishing meaningful structure, processes and information flow. Ensure successful outcomes of the legislative policy tactics through personal efforts and management of internal and external resources, including setting regulatory and legislative agendas where possible and influencing them where needed. Critical to this endeavor is development of appropriate actionable relationships with key individuals within the Administration, Capitol Hill and selected Agencies. Effectively, and appropriately, create a plan to utilize bankâ€™s senior management as political assets and manage them toward the attainment of legislative and regulatory goals. Support the management and growth of bankâ€™s existing Political Action Committee, focusing especially on those geographic areas where bank has a corporate footprint or the legislative districts of key influencers. Continue to expand bankâ€™s presence in the greater financial services industry community to include all appropriate outreach programs, civic event sponsorships, political fundraising events, etc. Will have a track record of success working across large organizations, as well as interfacing with the political, legislative and regulatory structures of the federal government. Should have demonstrated skill in dealing at the executive level in large organizations. Must have ability to manage processes and programs in support of the needs of the business. Must possess political savvy sufficient to affect short-term and long-term results in the political environment. Must possess established and actionable connections at the Federal Government level, and should have, or be able to quickly create, dialogue and influence with key Federal Executive branch officials along with those in the Senate, House and appropriate agencies. Must have an existing knowledge of, or demonstrated aptitude and desire to acquire, the complexities of the industry and its public policy initiatives. Experience in the legislative and regulatory environment at the Congressional Executive Branch or agency level is needed. Must have sufficient stature and capacity to bring strong credibility to bankâ€™s Washington, DC office. This can be gained from: years of demonstrated success as a government affairs/relations professional with 1) certain positions in the Federal Government, including within the Administration, and Agency or the Congress, 2) a corporate entity facing similar, equally challenging issues, 3) an appropriate Washington representative legal or lobbying firm, or 4) an industry trade association. Should have horough understanding of the U.S. legislative process, including an understanding of the roles and decision making-processes of the Executive Agencies, the U.S. Senate, and U.S. House of Representatives. Knowledge of key congressional staff involved in banking or financial services would be a plus. Knowledge of, and relations with, key U.S. financial federal regulators and/or the U.S. Department of the Treasury would be beneficial.
