Public Service Administrator - Opt 8L Duties: Under administrative direction of the Chicago Deputy General Counsel, prepares legal summaries and legal interpretations pertaining to Agency grants and programs; provides legal interpretations and guidance, often of a confidential and sensitive nature, to the Deputy Directors and other senior level Agency employees on legal issues and policies and procedures pertaining to federal and state legislation and regulations; conducts and reviews legal research pertaining to grant monitoring outcomes and grant recovery efforts; coordinates Agency's legal review of Freedom of Information Act (FOIA) requests; drafts and prepares memoranda and opinions on issues affecting the Agency; and confers with attorneys, grant recipients and governmental officials regarding issues affecting the Agency. Prepares legal summarizations and legal interpretations of laws and regulations pertaining to Agency grants and programs; drafts, revises, amends and reviews complex grant agreements, commercial agreements, contracts and other legal documentation for the Agency's programs. Provides legal interpretations and guidance, often of a confidential and sensitive nature, to Deputy Directors, their staff, and senior level management of the Agency on legal issues and policies and procedures pertaining to federal and state legislation and regulations. Advises the General Counsel on related legal developments and recommended resolutions; recommends solutions for compliance with federal and state legislation. Conducts legal and factual research pertaining to grant monitoring outcomes, grant recovery efforts and litigation to support the Agency's actions to enforce provisions of grant agreements and other legal requirements; conducts fact-finding investigations of a confidential or sensitive nature; prosecutes and represents the Agency in grant recovery efforts. Coordinates Agency's review of Freedom of Information Act (FOIA) responses; timely communicates FOIA requests to Agency personnel for document production; reviews documents for responsiveness and statutory exemptions; corresponds with FOIA requesters and State personnel regarding processing of requests; drafts memoranda for matters reviewed by Public Access Counselor; ensures requests are handled promptly to preserve agency's legal rights; updates internal FOIA portal to track Agency's responses. Drafts and prepares memoranda and opinions on issues affecting the Agency; reviews proposed legislation and assists in drafting and reviewing administrative rules. Confers with attorneys, grants recipients, governmental officials, and agencies of the state and federal governments regarding statutes, regulations, and written agreements relating to the Agency’s programs. Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above.

Qualification and Experience

Qualifications: Bachelor's degree and a current license to practice law in the State of Illinois. 3 years' administrative experience preferably in the practice of law in the public or private sector.
