# Senior Counsel, Government Programs- Medicaid Managed Care ## Key Responsibilities * Advise Medicaid Managed Care leadership regarding Medicaid regulatory and operational matters, such as federal and state regulation and compliance, new product development and design, benefits, delegated plan contractual relationships, marketing, dual eligible enrollees, financial and regulatory audits and filings, regulatory enforcement matters, and State Medicaid Requests for Proposals. * Serve as a subject matter expert and educational resource on all aspects of Medicaid and Childrens Health Insurance Program (CHIP) for business leaders and colleagues. ## Required Qualifications * A minimum of 8 years of health care law experience, including a minimum of 3 years of Medicaid law and regulatory experience. * Bachelors degree. * Juris Doctorate degree required. * Solid work ethic, excellent interpersonal and communication skills (written and verbal), and sharp analytical skills. * Ability to work independently and to work collaboratively as part of a team. * Successful candidate will have a working knowledge of federal and state government-regulated lines of business. * Bar license in California or Maryland or willingness to obtain such license within two years is strongly expected. * Excellent academic and professional qualifications. * Superior writing and analytical skills * Experience providing interpretation and analysis of statutes, regulations and sub-regulatory guidance. * Intelligent and precise analytical writer. * Articulate presenter. * Strong work ethic. * Good judgment. * Positive personality that will be an asset to the group. * Comfortable reaching out to others to learn and develop necessary skills. * Ability to work collaboratively in team setting. * Significant, high quality private practice experience and training. ## Preferred Qualifications * A minimum of ten (10) years of health care law experience, including a minimum of three (3) years of Medicaid law and regulatory experience relevant to at least one of the following jurisdictions (Maryland, Virginia, Georgia, Colorado, Hawaii) strongly preferred. * Experience counseling Medicaid Managed Care plans in the following areas: * Medicaid marketing and benefit rules. * Medicaid appeals and grievances. * Medicaid Requests for Proposals. * CHIP. * Financial issues such as rate setting, MLR, risk adjustment and third-party liability claims * Compliance and regulatory. * Federal Fraud, Waste and Abuse Rules. ## Salary Information This position has a target base salary of $225,000 to $281,250 and is eligible for incentive compensation, comprehensive health, wellness, time off, savings, and retirement benefits, as well as relocation support, as applicable. ## Location Primary Location: Maryland,Rockville,Rockville Regional Offices ## Working Hours Scheduled Weekly Hours: 40 Shift: Day Workdays: Mon- Fri Working Hours Start: 08:00 AM Working Hours End: 05:00 PM Job Schedule: Full-time Job Type: Standard Employee Status: Regular Employee Group/Union Affiliation: NUE ExecutivesNUENon Union Employee Job Level: Director/Senior Director Department: Po/Ho Corp - Natl Legal - Gov't Programs - 0308 Pay Range: $225000 - $281250 / year Travel: Yes, 10 % of the Time
