ProfileProject Manager - Midstream Permitting Duties: Responsible for all midstream permitting field work relative to the placement of pipeline, compressor stations and processing facilities. Responsible for multiple field, permitting, mapping and administrative functions. Work closely with Operations personnel as well as other Land groups (Land Acquisition, Title, Mapping and Pooling). Interact with various regulatory agencies. Internal and external coordination of site engineering and environmental planning is required. Operating region currently encompasses Green, Washington, Allegheny, Westmoreland and Indiana Counties. Work closely with Gas Engineers, Operations and Land Groups to identify and layout prospective pipelines, compressor stations and processing facilities. Coordinate associated Erosion and Sedimentation design work, permitting and internal approvals. Frequent travel between the above referenced operating areas will be required. Travel between other CONSOL offices will be required as well. A company vehicle is provided for this position. Effectively maintain file archives, checklists, spreadsheets and agency approvals. The position is responsible for assessing the feasibility of constructing a specific project while working with the design team to consider topographic features, mine plans, operational capabilities, environmental concerns and landowner restrictions. Coordinate and monitor purchase orders for consultant work. Ensure that all projects and processes are in compliance with all external laws and regulations, as well as all internal policies. Safety training of consultants under the permitting group’s oversight. Monitor and report all levels of pipeline status in relation to drill and completions schedules. Will require light land work in the form of landowner coordination during field checks. Maintain high level of work quality while adhering to tight timelines and dynamic drill schedules. Responsible for making sure submissions and work products are standardized with other applications. Ensure the quality and completeness of any regulatory submissions. Work with various internal employees, outside contractors and state and local regulatory agencies to ensure that all questions and information requests are satisfied in an effective and timely manner. Ensure that all established Sarbanes Oxley Key Controls and internal policies and procedures governing the permitting function are strictly followed.
Qualification and Experience
Requirements: Minimum Associates Degree in Environmental Technology, Forest Technology, Land Surveying, Landman Technology, Paralegal Studies, Engineering, or similar field related required. 2-5 years of permitting or site engineering related experience preferred. Proficient with Microsoft Word, Excel and Powerpoint. Experience or exposure to MicroStation, Auto CAD or other drafting / mapping software is required. Ability to manage multiple activities/tasks in a high pace environment. Must be highly self-motivated, possess a strong work ethic, be able to interact with internal/external resources, have excellent organizational skills and must promote a positive company image to all outside agencies.
