Portfolio Management Specialist, GS 11 - 13 The candidate will review and analyze current and historic financial data; compare previous annual statements with recent financial information. Serve as an asset manager for complex property portfolios for agency-owned and/or leased assets for region, acting as a liaison, advisor, and representative on sensitive and complex issues, and providing expert advisory assistance developing solutions to complex Property Management problems. Utilize available computer equipment and data systems to maintain current PHA data, track PHA performance trends and compliance issues, and generate appropriate work products. Conduct and Review Risk Analysis assessments with pertinent staff to assure a performance oriented approach to the correction of PHA problems. Traveling is required.

Qualification and Experience

The candidate must have the following qualifications:
Specialized Experience: For the GS-13, must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Leading, supporting, or overseeing the rental housing development process, such as experience with tax credits, deal structuring, private sector financing, and analyzing financial statements; AND Maneuvering private public partnerships and applying negotiating skills to achieve successful affordable housing development outcomes; AND Applying the rules, regulations, statutes, and other controlling documents pertaining to Public Housing, HUD assisted housing, or Housing Choice Voucher programs in order to propose appropriate solutions to problems.

Specialized Experience: For the GS-12, must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Performing a range of work in the oversight, management, or administration of the Public Housing, Housing Choice Voucher, or other HUD affordable housing programs; AND Applying the rules, regulations, statutes, and other controlling documents pertaining to public housing, Housing Choice Voucher, or HUD assisted housing programs in order to propose appropriate solutions to problems; AND Using analytical and evaluative methods, including the use of analytical tools as required.

Specialized Experience: For the GS-11, must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Assisting in performing a range of work in the oversight, management, or administration of the Public Housing, Housing Choice Voucher, or other HUD affordable housing programs; AND Working with policies and procedures for the servicing of the Public Housing, Housing Choice Voucher, or HUD assisted housing programs; AND Using analytical and evaluative methods, including the use of analytical tools as required.

OR

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M.; in order to be qualifying, education must be in a related field.

OR

May qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate education in excess of the first 2 years may be combined with experience.
