Chief Deputy City Attorney The candidate performs complex legal work related to civil matters and provides expert legal advice and counsel to anticipate, avoid, or resolve potential or pending legal issues, disputes and litigation. Manages, coordinates and directs staff and activities for the Civil Division of the City Attorney's office. Recommends and plans long-range goals, objectives, organizational structure and overall direction for the division. Plans and implements short-term or annual goals, objectives and strategies for the division to ensure efficient organization and completion of work. Secures, justifies and monitors use of budgetary moneys and capital. Plans, coordinates, assigns, and monitors performance. Coaches, counsels, mentors, trains and advises employees in division for the dual goals of meeting department objectives and employee career development. Provides legal advice to the Mayor, City Council, City Manager and other City officials, boards, committees and commissions. Performs legal research; drafts and/or reviews legal memoranda, briefs, motions, complaints, opinions, agreements, contracts, reports, policies, ordinances, resolutions and other documents. Develops and drafts ordinances on City proposals as needed. Participates on a variety of boards and commissions. Appears before courts and administrative proceedings to represent the City's interests as required. Prepares and presents training for City departments, employees, or agents, as required. Develops, communicates, and monitors policies, procedures and standards for the division; and recommends improvements when necessary. Provides information, advice, feedback or assistance to others within the division to refine work outputs or resolve problems. Confers with upper management to keep them informed on key issues and progress toward objectives and to gain their support and approval. Makes recommendations to assist management in making needed improvements. Collaborates, persuades and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations. Serves as liaison for the Civil Division with other city departments and outside agencies. Maintains and upgrades professional knowledge, skills and development by attending seminars and training programs and reading trade and professional journals and publications. Monitors current, newly adopted and proposed legislation; suggests changes in legislation; and lobbies for legislation and represents the City as an expert witness as requested. Performs other related duties as required.
Qualification and Experience
The candidate should have an undergraduate degree from an accredited college or university. Should have an LL.B. or J.D. degree from an ABA accredited law school. Must have 8+ years of full-time professional legal experience as a practicing attorney. Should preferably have 3+ years of progressively more responsible practical work experience in public sector law. Complex transactional experience is needed. Experience representing a government or public agency preferred. Should be licensed to practice law in Nevada and be in good standing with all of the State bars to which licensed to practice law.
