State Government Affairs Senior Manager The candidate will execute the work of companyâ€™s State Government Affairs (SGA) unit in the field (i.e., state capitals) and will serve as the companyâ€™s registered lobbyist in both state legislatures and executive branch agencies. Responsible for effectively representing companyâ€™s interests before state governments in the assigned states. Establishing annual legislative and policy objectives in coordination with U.S. Government Affairs leadership to ensure alignment with overall departmental goals and with appropriate corporate functions (Policy, Commercial Operation, Tax, Legal, Development, etc.). Monitoring and influencing state government legislation, regulation, and policy affecting companyâ€™s business interests in order to provide a favorable business and reimbursement environment (e.g., Medicaid budgeting and reimbursement, other relevant health care issues, as well as issues affecting companyâ€™s tax, facility and research interests). Developing detailed written plans, including strategies to successfully implement goals, and regularly track progress against goals. Traveling to and maintaining a regular, frequent presence in state capitals in assigned states in order to establish and cultivate professional relationships with state officials, including legislators, administrators, and regulators. Communicating personally with state policymakers in a professional, informed manner with respect to issues affecting the company. Expanding companyâ€™s presence in state government and industry communities, along with policy maker knowledge of company and the biotechnology industry. Creating and executing detailed action plans for lobbying activities in assigned states. Developing and maintaining a thorough working knowledge of state government policy issues affecting the company, including biosimilars, Medicaid, product reimbursement; price controls; sales and marketing restrictions; clinical trials disclosure mandates; drug wholesaler regulation; state taxation; and public health. Providing concise, comprehensive written and verbal updates to SGA management and affected company business units. Providing direction and working in coordination with companyâ€™s Corporate Account Managers to effect favorable coverage and reimbursement of companyâ€™s products in Medicaid, and other state pharmaceutical purchasing arrangements. Working successfully with key contacts throughout the company, including working across functional teams. Representing the company at the state level in industry trade groups (BIO, PhRMA, state biotech associations), including active participation in association task forces and work groups. Managing companyâ€™s contract lobbyists in key states as required. Establishing alliances with patient associations or other groups as appropriate to further companyâ€™s state legislative and regulatory interests. Managing corporate and companyâ€™s Political Action Committee resources in assigned states.
Qualification and Experience
The candidate should have Doctorate degree and 2 years of government affairs experience OR Masterâ€™s degree and 4 years of government affairs experience OR Bachelorâ€™s degree and 6 years of government affairs experience OR Associateâ€™s degree and 10 years of government affairs experience OR High school diploma / GED and 12 years government affairs experience. A Juris Doctor or Masterâ€™s Degree preferred. Comprehensive knowledge of the pharmaceutical/biopharmaceutical/healthcare industry, including major companies, payors, markets, competitive environment, and industry and health care trends. Superior verbal and written communications skills, including ability to facilitate trust and develop strong relationships with diverse individuals/groups. Ability to make critical business decisions independently, under severe time pressure in a highly dynamic environment. Comprehensive knowledge of state legislative issues affecting the biotech and pharmaceutical industries, including price controls, Medicaid restrictions, state drug purchases, restrictions on marketing, and clinical trials disclosures. Ability to organize strategy independently and to handle multiple tasks simultaneously under limited daily oversight. Thorough understanding of the legislative and regulatory processes, including state budget developments, as well as political environments, within assigned states.
