Attorney I The candidate provide legal representation to the city, and prepare and complete court cases. Perform non-complex duties with a variety of related tasks. The distinguishing characteristics of this classification within the series include responsibility for handling non-complex cases such as city court prosecutions or providing administrative support to a department’s RFP and contractual obligations. Employees in this class may assist in litigation of more complex cases such as federal court litigation. Positions normally report to an Attorney Manager. Work under direct supervision. Duties are performed according to determined instructions and prescribed by standards and procedures. The supervisor may, or may not, be present at all times. Performs legal research. Prepares and presents cases involving city ordinance violations. Represents city departments at administrative hearings. Answers questions from citizens regarding ordinance violations. Assists higher ranking counsel in preparation of civil and quasi-criminal cases. Interviews witnesses. Tries cases in Small Claims, Associate, and Circuit Courts. Reviews and provides editorial assistance on board bills, contracts, leases and other legal agreements for City departments. Performs other duties as assigned.

Qualification and Experience

The candidate should have completed Graduation from a school of law approved by the Committee on Legal Education of the American Bar Association in the top two-thirds of the applicant's law school class. Must have License to practice law by the Supreme Court of Missouri and Membership in the Missouri Bar. Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives. Requires the ability apply to principles of negotiation within the context of legal guidelines. Requires the ability to apply principles of logical or synthesis functions involving planning and directing of interrelated activities or multiple departments. Ability to deal with several concrete and abstract variables in working out approaches to major problems is needed. Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
