Auditor - GS 9 – 12
The candidate being an Auditor makes a valuable member of the Office of Inspector General. Will primarily serve as an analyst performing and/or supporting audits, inspections, evaluations and investigations. Typical assignments include: Formulating and executing of original audits, the interpretation of criteria against which to evaluate evidence and place findings in perspective. Participating in audits and reviews of allegations of fraud, waste, abuse, and mismanagement of funds. Gathering and analyzing information obtained though observation, document review, previous audit reports, written policies and procedures, legislative history, financial/accounting records, and other material related to the program, function, or activity under review. Conducting and reviewing audits including objectives, scope, methodology, field work, analyzes, findings, conclusions and recommendations.

Qualification and Experience

The candidate should have following qualifications: GS-09: Must have 1 year of specialized experience equivalent to the GS-07 grade level in the Federal service. Specialized experience at this level may include one or more of the following: Assisting with audits activities on assigned audits or portions of audits; Preparing segments of draft audit reports; Providing input in response to requests for comments; Preparing written communication of various types (i.e. reports, correspondence, briefings, and testimony); and Responding to management inquiries, requests, and briefing supervisors. OR A Master's or equivalent graduate degree; or 2 years of progressively higher level graduate education leading to such a degree; or a LL.B. or J.D. OR A combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position. GS-11: Must have 1 year of specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized experience at this level includes (applicant must meet all parts): Planning and conducting audits activities on assigned audits or portions of audits; Participates in preparing segments of draft and final audit reports; Presenting findings and justifying recommendations in meetings or conferences in accordance with Government Auditing Standards; Preparing written communication of various types (i.e. reports, correspondence, briefings, and testimony); Responding to management inquiries, requests, and briefing supervisors. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. OR A combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position. GS-12: Should have 1 year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience at this level includes: Leading audits and reviews (i.e. allegations of fraud, waste, abuse and mismanagement of funds). Gathering and analyzing information obtained through observation, document review, previous audit reports, written policies and procedures, legislative history, financial and accounting records; Writing audit reports and making recommendations and/or recommending best practices to gather requirements; and Presenting findings, justifying recommendations and providing recommendations at the executive level. Must meet the positive education requirement by possession of one of the following: A degree in: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting (up to 6 hours of credit may be in business law. OR A combination of education and experience: 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Must possess one of the following to qualify based on this provision: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality (up to 6 hours of credit may be in business law); A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement listed above, provided (a) have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you demonstrate a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement, that is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal non conformance to the requirement of 24 semester hours. Must be possessing experience that substantially exceeds the minimum qualifications of the position and demonstrate high proficiency in all of the critical competencies, including all Selective Placement Factors (SPF) and appropriate Quality Ranking Factors (QRF) as determined by the job analysis. Must be possessing experience that exceeds the minimum qualifications of the position and demonstrates acceptable proficiency in all of the critical competencies, including all SPFs and appropriate QRFs as determined by the job analysis. Must be possessing experience that meets the minimum qualifications of the position and demonstrate basic proficiency in most of the critical competencies, including all SPFs and appropriate QRFs as determined by the job analysis.
