VP and Regional Counsel Responsibilities: Arranges and/or provides legal advice and counsel to the Regional President, Regional leadership and others throughout the Region and leads or participates on teams that respond to significant legal issues. Ensures that legal work meets quality, service and cost-effectiveness standards. Is an active member of Regional leadership teams as well as the National Legal Department strategic leadership team; and is accountable for assuring that legal advice and strategy is aligned at both Program and regional levels. Facilitates the development of professional relationships between Regional executives and Program Offices lawyers. Is directly accountable for the Medical Service Agreement between the Health Plan and the Southern California Medical Group , and the Hospital Service Agreement between Hospitals and Group. Is the lead attorney in the annual negotiations of the Memorandum of Agreement with Group. Develops and maintains relationships with Group leaders, including the General Counsel for Group. Provides leadership and guidance with respect to the Region-s execution of its responsibilities as a charitable organization. Identifies potential legal risks and opportunities for early intervention and escalation in order to protect the legal and reputational interests of the Region and the Program. Is an active member and/or leader of situation management teams that involve legal issues in the Region. Maintains a thorough understanding of the Regional business context and strategy including: external economic, social, technological, and regulatory factors, market/customer opportunities, industry and competitive forces, organizational capabilities of each business unit within the Region, as well as relevant legal events and trends. Works with others to assure that the Region-s charitable, litigation and regulatory strategies are aligned with Program strategy. Participates in meetings of the Regional Counsel, Legal Strategy Team, quarterly Legal Department and other meetings as appropriate. Maintains a strong and thorough familiarity of practice group attorney and paralegal specialty areas in the National Legal Department in order to identify the right resources to provide legal support for Regional legal matters. This includes regular outreach to Practice Group leaders, attorneys and paralegals to cultivate a continuous knowledge of work in the National Legal Department being done for Southern California Region. Participates with National Legal Department in the development and implementation of program-wide legal services. Assists National Legal Department leaders in ensuring seamless delivery of legal services across regions and functions.
Qualification and Experience
Qualifications: JD Degree required. California State Bar license or willingness to obtain California State Bar license required. Licensed attorney with 12+ years of experience in one or more practice areas relevant to health care, health coverage or other fields of law impacting. Significant experience in, or practicing law on behalf of, other integrated nonprofit delivery system is preferred. Must be able to issue-spot for matters that have regional, state-wide, national impact and engage the right stakeholders as needed. Demonstrated understanding of the various models of health care delivery and financing, including understanding of the evolution of the healthcare market post-ACA. Demonstrated ability to work collaboratively and effectively in teams. Proven experience serving as trusted advisor and strong role model for effective leadership practices, including the ability to build effective partnerships and influence other leaders. Demonstrated ability to bring calm, integrity, prudence, initiative, self-assurance and humility to high stakes, high pressure situations. Excellent writing and oral presentation skills. Ability to balance a variety of projects in a variety of practice areas. Preferred Qualifications: Knowledge of tax-exemption as applied to health plans and hospitals preferred. Knowledge of physician and employee compensation and benefit plans preferred.
