ProfileHuman Resources Specialist (ER/LR) Duties: The candidate will provide employee relations and labor relations advisory services based on knowledge of Federal laws, rules, and regulations. Will perform case and situation analysis of problems and apply knowledge and skills to solve diverse disciplinary issues, and provide accurate direction and instruction for procedural requirements on adverse and disciplinary actions. Develop and maintain a sound working relationship with other Federal agencies, especially the Department of Labor (DOL), the Office of the Inspector General (OIG), and the Office of Regional Counsel (ORC) to ensure a viable program. Advise management on appropriate procedures and practices to avoid unfair labor practices (ULP) changes on proposed actions, and is a technical advisor and/or representative on controversial and complex ULP and grievance issues, to include mediation and impasse proceeding before Federal Mediation & Conciliation Service (FMCS) and Federal Service Impasses Panel (FSIP). Provides advisory services on performance management and the function of an employee appraisal program. Perform duties associated with Labor Management Relations, including representing the Area Office in meetings and discussions with formal and informal employee groups determining the appropriateness of recognition required by employee organizations under Executive Order 11491. Serve as an advisor to management's negotiating committee for general agreements and handle grievance cases in accordance with negotiated agreements as appropriate.
Qualification and Experience
For GS-09: The candidate must have 1 year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: applying fundamental human resource management principles, practices, and techniques relates to employee and labor relations in order to: locate appropriate and applicable precedents, legal documentation, and legislative history; interpret and analyze basic issues of fact and law; develop and prepare clear explanations of case facts; identify and analyze numerous facts and allegations to determine accuracy and applicability to the case; and express legal recommendations clearly and concisely in both written and oral form;
Master's degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. Education must demonstrate the knowledge, skills, and abilities necessary to do the work; examples of eligible education may be in human resources, business, or law;
A combination of graduate education and specialized experience as described above.
For GS-11: The candidate must have 1 year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: applying employee/labor relations principles and practices sufficient to advise managers and employees about relatively common issues or problems such as routine leave or attendance, performance, or conduct questions or disputes; apply the Douglas Factors in cases of misconduct; research applicable laws and policies and apply fact finding techniques to gather clear-cut information and/or evidence specific to cases; prepare labor agreements on relatively uncomplicated labor-management proposals; review unit and employee representation, unfair labor practices, arbitration, negotiability, impasses, and other related labor issues; provide advice to management and unions on provisions of an existing negotiated agreement;
3 full years (equivalent to 54 semester hours) of graduate education leading to a Ph.D or equivalent doctoral degree or LL.M. Qualifying education should be in a job-related field such as human resources, business, or law.
