Contract Specialist, GS 9 - 11
The candidate will perform a full range of contracting duties and responsibilities for assigned acquisitions, which may include acquisition planning, pre-solicitation, negotiation and award, contract closeout/termination, review of complex invoices. Perform contract modification, contract/performance monitoring and feedback with resolution of performance problems and payments, and pre and post-award contract review Perform acquisition planning including market research and analysis and review of requirement packages and technical specifications to identify any special requirements Perform pre-award functions to include acquisition planning, solicitation, and negotiation, including review of contractor proposals, audit reports, technical evaluations, and subcontractor information. Develop contractual strategy and the resultant acquisition plan, which may utilize various contracting vehicles, such as long-term contracts. Preform post-award functions to include drafting modifications, tracking contract delivery, and reviewing awards for clarity, adequacy, and completeness. Provide other contract specialists with assistance/support as needed. Traveling is required.

Qualification and Experience

Qualifications: Specialized Experience: Must have 1+ year of specialized experience that equipped with the particular competencies to successfully perform the duties. In addition to meeting the Basic DoD 1102 Requirement above, to qualify for the GS-09 grade level, specialized experience must be at the GS-07 grade level or equivalent under other pay systems in the Federal service, military or private sector. Must be at the GS-09 grade level or equivalent under other pay systems in the Federal service, military or private sector.

For GS-09: Applied knowledge of contracting principles, laws, statues, regulations and procedures applicable to the acquisition of a variety of supplies and services is required. Should have applied knowledge of commonly used contract methods and contract types relating to the performance pre-award functions. Must have ability to solicit, negotiate, award, monitor, modify, and close out/terminate assigned requirements.

For GS-11: Applied knowledge of contracting principles, laws, statues, regulations and procedures applicable to the acquisition of a variety of supplies and services is required. Should have experience working with commonly used contract methods and contract types to prepare pre-award and/or post-award procurement action. Must have contract experience to solicit, negotiate, award, monitor, modify, and close out/terminate assigned requirements. Should have applied knowledge of administration policies, procedures, techniques, and evaluation/control methods sufficient to monitor prime and subcontractor performance. Must have experience with negotiating and/or administering contracts where the contracting actions are well defined and well precedent. Must have experience assisting other associates in their development. Should have skill in using automated procurement systems.

Must possess GS-09: 2 full academic years of progressively higher level graduate education or master's or equivalent graduate degree or LL.B. or J.D.

GS-11: Ph.D. or equivalent doctoral degree or, three (3) full years of progressively higher level graduate education leading to such a degree or LL.M. if related.
