Senior Specialist, Public Policy
The candidate will provide responsibilities include: Developing and implementing campaigns to enact state laws related to each issue. Deciding which states to work in and what strategy to employ. Developing effective messaging for each relevant constituency. Building coalitions with influential organizations and individuals. Working with APL and other departments on appropriate legislative language. Negotiating and collaborating with stakeholders and legislators. Creating and managing strategic coalitions and relationships with lawmakers, policy makers, and other animal advocates to enact laws that protect animals. Partnering and collaborating with all departments on any state legislation work, and overseeing the work being done. Working with animal advocates and local officials to draft, introduce, garner support for, and enact ordinances related to departmental priorities. Building public support for policy priorities through grassroots engagement and presentations. Conducting opposition and other research needed for the passage of state laws that protect animals from cruelty. Developing campaign materials such as reports, fact sheets, op-eds, LTEs, talking points, and online materials to be distributed to the public that supports and/or explains ballot measures and potentially harmful legislation. Reviewing and monitoring non-priority and defensive bills related to animal welfare policies and take action if needed as changes arise.

Qualification and Experience

The candidate must have bachelor’s Degree in Political Science, Law, Public Policy, or a related field, or equivalent work experience. Advanced degree in law or public policy is preferred. Must have 4+ years of experience in public policy advocacy, public policy research, or legislative affairs. Experience working on animal welfare issues is a plus. Experience lobbying is a plus. Must have strong knowledge and understanding of public policy advocacy and research. Must have working knowledge of local policy making, structure, and legislative processes. Must have strong knowledge of animal cruelty issues. Must have strong communication (written and oral) skills with the ability to translate information into a meaningful, understandable context and message, regardless of the format (e.g., documents, public speaking situations, presentations, etc.). Must have demonstrated critical thinking and analytical skills, as well as the ability to handle complex situations and demonstrate sound judgment and problem-solving. Must have excellent organizational, planning, and time management skills with demonstrated flexibility and the ability to manage multiple and often changing priorities and issues of varying complexity, while meeting time sensitive deadlines and deliverables. Must have attention to detail and commitment to excellence demonstrated by the delivery of quality and timely outcomes. Must have the ability to build/foster relationships by reinforcing trust and respect, and demonstrating high standards of tact, diplomacy and discretion. Must have ability to work independently and as an effective team member in a team environment. Must have proficiency with Microsoft Office (Word, PowerPoint, Excel, Outlook).
