Assistant General Counsel II - Capital Delivery
Duties : Provide advice and counsel on behalf of the Office of the General Counsel, to the Design, Construction and Capital Delivery teams in support of the firm's capital programs delivery. Draft, review and negotiate professional services, construction and other contracts. Review extra work orders, change order requests and claims submitted by designers and construction contractors. Review and provide advice on contract administration, disputes and interpretations. Review contract documents and competitive bid documents for compliance with federal and state law and procurement requirements. Assist in the development and implementation of the firm's procurement processes, policies and procedures, including drafting and developing contracts and procurement documents. Perform legal research as required on issues relative to commercial transactions within Capital Delivery. Ensure compliance with firm's policies and processes.Respond to inquiries via telephone, correspondence or in person, in a courteous and professional manner;Adhere to the rules, regulations, and policies of the firm's including the EEO, Anti-Discrimination, Conflict of Interest, and Anti-Harassment and Anti-Retaliation policies. Perform related duties as assigned.

Qualification and Experience

Qualification : Should have Juris Doctorate Degree from an accredited institution. Must have Membership in good standing of the Massachusetts Bar with annual certification and registration by the Board of Bar Overseers. Must have 5+ years of legal experience, including extensive and direct legal experience in public construction contract law. Understanding of public construction bidding laws, including Labor compliance issues is required. Must have experience interpreting federal transit administration and state legislative requirements applicable to public transit authorities. Must have familiarity with FTA Circular 4220.1F, Federal Acquisition Regulation (FAR), and The Brooks Act method of procurement, as well as with alternative delivery methods including Design Build and CM at Risk. Must have understanding of 49 CFR, Part 26 – participation by disadvantaged business enterprises (DBEs) in department of transportation financial assistance programs. Must have excellent communication skills. Working knowledge of Microsoft Office Suite is required.
