Contracts Counsel, Real Estate
The candidate will provides legal support on all Real Estate and Economic Development matters as needed. Participates in the formulation of goals and objectives for Real Estate contract negotiations and develops strategy proposals to ensure their achievement. Directs and coordinates staff activities in contract administration involving permits, advertising, transit-oriented development, licenses, and other real estate related issues. Drafts, edits and negotiates, as applicable, all contracts, leases, permits, offer letter, memorandum of understandings, and other documents as applicable. Supports defense and prosecution of litigations, arbitrations, and mediations involving the Real Estate and Economic Development Department. Guides legal aspects of the Real Estate and Economic Development Departments revenue contract generating programs including retail, parking, mobile tower and facility licensing, transit billboard and static advertising and commercial and non-commercial permit programs. Directs and/or advises management on the interpretation of real estate agreements. Prepares draft regulations for regulations supporting the real estate department. Assists with drafting Requests for Proposals as needed. Ensures compliance with established protocols and procurement process, as applicable. Provides strategic review of Real Estate/Economic Development solicitation and contract documents. Assists in formulating and implementing a transaction and process checklist, as applicable, on all real estate acquisitions, dispositions and development activities. Assists in formulating and/or updating "Transit Oriented Development" excessing and leasing procedures manual. Coordinates with DAG and Risk Management. Drafts, negotiates and directs the negotiation of complex contracts required to implement Real Estate and Economic Development projects, including TOD. Manages mobile tower and facility licensing, static and advertising and commercial and non-commercial permit programs. Drafts, reviews exhibits and assembles Board items for Review Committee meetings. Drafts legal documents for review by and works with the General Counsel and Division of Law to finalize such documents efficiently and in a timely manner. Serves as liaison to Capital Fundings Director of Grant Administration & Compliance. Bachelors Degree in Business Administration, Real Estate or related area, and nine (9) years of managerial experience are required. Juris Doctorate from a U.S. Department of Education accredited institution, licensed in New Jersey and in good standing are required. Experience must include staff management and development and program and contract management, with exposure to business, financial and technical subjects are required.
