Miscellaneous Administration / Program Management Professional Qualifications for GS-05: The candidate should have completed a four-year course of study leading to a Bachelor's degree OR have 3+ years of general experience that includes 1 year of experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector experience with quality assurance or related work; experience with product or process; experience interpreting and applying contract requirements and engineering specifications; or experience with others in person-to-person work relationships OR have a combination of education and experience that equates to 1 year of experience. Qualifications for GS-07: The candidate should have completed one full year of graduate level education OR have completed a Bachelor's degree with superior academic achievement OR have 1+ year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector monitoring, controlling, or maintaining the quality of products or services, such as reviewing production activities and capabilities in light of contract quality requirements; reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans OR have a combination of education and experience that equates to 1 year of experience. Qualifications for GS-09: The candidate should have completed a Master's or equivalent graduate degree OR have completed two full years of progressively higher graduate level education leading to a Master's degree OR have obtained an LL.B. or J.D. that is related to the position being filled OR have 1+ year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing multiple administrative support functions to support procurement, property accountability, facilities management, and/or payroll operations OR have a combination of education and experience that equates to 1 year of experience. Qualifications for GS-11: The candidate should have completed a Ph.D. or equivalent doctoral degree OR have completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR have completed an LL.M. degree that is related to the position being filled OR have 1 year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing multiple administrative support functions to support procurement, property accountability, facilities management, and/or payroll operations; and gathering and analyzing pertinent data from multiple administrative support systems OR have a combination of education and experience that equates to 1 year of experience. Qualifications for GS-12: The candidate must have 1+ year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector ensuring administrative support functions are both effective and efficient, and follow pertinent policies, laws and regulations; and assess and monitor various administrative functions (e.g. payroll, travel, property accountability space and lease acquisition, telecommunications, warehouse operations, mail, supplies, records management and other services, etc.). Qualifications for GS-13: The candidate must have 1+ year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector participating in the planning and execution on both technical and administrative matters; and working to improve internal processes and procedures. Qualifications for GS-14: The candidate must have 1+ year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector advising on short and long term planning, full spectrum of HR functions, refinement of performance standards and appraisals, management of pay level increases, and recognition of performance. Qualifications for GS-15: The candidate must have 1+ year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector formulating proposals and recommendations, and coordinating resource requests with appropriate staff elements; and assessing organizational needs and readiness, and making recommendations on major changes in initiatives.
