Manager, Right of Way The candidate will acquire, manage, and dispose of Real Property rights in support of the Electric and Gas businesses in a reasonable and cost-effective manner to meets the needs of the business and preserves their operational integrity. Work with other departments to streamline processes related to customer and company driven work. Promote employee development, and foster teamwork, collaboration, and creative problem solving. Protect, preserve, and maximize the value of Company property and property rights. Manage the acquisition of property and property rights in support of Company operations. Manage the disposition of real property rights to achieve success parameters. Negotiate and execute real estate transactions of all degrees of complexity. (Sale of land and land rights, Grant of Easement, Release of Easement, Lease, License). Provide guidance, direction, and feedback to personnel. Interact with customers, developers, engineers, public officials, real estate brokers, attorneys, and others to facilitate property transactions. Advise internal customers on property issues including valuation, highest and best use analysis and other constraints while preserving and maximizing corporate asset value. Respond to general inquiries about property and property rights from internal and external clients as well as inquiries requesting use of lands and rights-of-way. Provide real estate support in the permitting and sighting of facilities, future planning, abutter lists and notification. Represent company at municipal administrative hearings and meetings. Manage and prioritize tasks for complex multiple property rights transactions. Develop consistent practices for the acquisition, management, and disposition of Real Property. Meet responsibility and accountability expectations for the department as set forth by company policies and procedures. Research, investigate, and resolve property issues relative company operations including adequacy of existing rights and restrictions. Record real estate agreements in accordance with internal procedures and at public registries as required.

Qualification and Experience

The candidate should preferably have Bachelor's degree in Business/Real Estate/Paralegal Studies/Economics/Civil Engineering/Surveying. Completion of professional level courses in Real Estate Practice, Real Estate Law, Contracts, Title Examination, Negotiation, Appraisal, Environmental or related educational concentrations is required. 7+ years of Utility Property and Property Rights experience is needed. Excellent communications and presentation skills is needed. Negotiation and conflict resolution proficiency is must. Computer experience, preferably Microsoft Office is essential. Understanding of permitting and licensing requirements is needed. Knowledge of Utility construction methodologies is essential. Understanding of accounting, finance, marketing, and property law is needed. Proficiency at managing complex utility property rights issues, including a full understanding of contract and property law, and the ability to assess and optimize risk and opportunities is necessary.
