Administrative Project Manager The candidate will be responsible for assisting in a variety of EHS functions in pursuit of continuously improving BEDC’s EHS performance and creating a sustainable EHS culture on BEDC projects. Will manage EHS for a portfolio of BEDC construction projects. Provide EHS support to the in-house construction management team. Monitor contractor compliance with EHS regulatory requirements, BEDC EHS Standards and Standard Operating Procedures (SOPs), and DEP EHS policies and procedures; ensure contractors provide required EHS plans and programs to manage EHS performance and develop corrective action plans following identification of patterns of incidents, non-compliance, Notice of Violations (NOVs), etc.; review contractor submittals and transmittals including Job Hazard Analyses (JHAs), Remediation Plans, and Environmental Health and Safety Plans (EHASPs); schedule and coordinate meetings with BEDC, Construction Managers (CM) and contractors to discuss and resolve EHS issues and trends; provide site specific EHS training to BEDC project staff and ensure all workers are certified and trained for the tasks they perform on the project; conduct audits and inspections, documents findings, and follow up on close outs and corrective actions; conduct walkthroughs with BEDC project staff, Agency EHS and other agencies as necessary; oversee the collection and assessment of contractor metrics to be used for the prevention of future incidents and the reduction of incident rates on the project; develop and assist in the implementation of SOPs for BEDC’s Project Delivery System; participate and maintain involvement in DEP committees (e.g. Regulatory Review Committee); and provide EHS information on contractors and subcontractors to assist with Semi-Annual Contractor EHS Evaluations, Vendor Performance Evaluations and Subcontractor Evaluations. Must have a baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and 5 years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, 2 years of which must have been in an administrative, managerial, executive or supervisory capacity; or A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or Education and/or experience equivalent to "1" or "2" above. An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in "1" above. Must have knowledge and experience in OSHA, NYSDOL, NYSDEC, USEPA, NYCDOB, FDNY and related EHS rules, laws and regulations. Should have 5+ years of experience in Construction Safety and/or EHS Compliance.
