Grants Management Specialist - GS 7 – 11
The candidate will be responsible for all aspects of executing and administering grants and agreements. Responsibilities listed are at the full performance level, GS-11. Performs a variety of standard tasks related to the administrative aspects of partnership agreements including cooperative, challenge cost-share, participating, collection, and interagency agreements, and memoranda of understandings. Processes a full range of grant and agreement applications used to determine the selection of grants and agreements. Provides interpretation of laws and regulations concerning use of Federal funds and qualifying program expenditures. Develops instruments within the delegated authority. Participates in the review of the effect of changes in laws, regulations and policies pertaining to grants and agreements, administration and management, and performance reporting. Provides interpretation of requirements, regulations and guidelines to management. Advises on the termination of grants and agreements as the situation dictates. Closes out grants or agreements within the established closeout procedures.

Qualification and Experience

The candidate must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement.
For the GS-07 level: Must have 1 year of specialized experience equivalent to at least the GS-5 grade level in federal service. Specialized experience is defined as performing one or more of the following duties: provided information and assistance to others regarding grant and agreement management work; reviewed administrative work and/or financial plans to determine appropriate course of action and/or assisted in the analysis of budget proposals or financial plans to determine compliance with agency or organization requirements OR one full year of graduate level education in a field that demonstrates the knowledge, skills and abilities necessary to perform the work of the position, such as degree programs in accounting, contracts, finance, business management, business administration, purchasing, procurement, grants management, agricultural management, economics or marketing. OR an appropriate combination of graduate level education and specialized experience described above; OR Superior Academic Achievement (S.A.A). S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
For the GS-9 level: Must have 1 year of specialized experience equivalent to at least the GS-7 grade level. Specialized experience is defined as performing one or more of the following duties: Reviewed grants and agreements and/or acquisition proposals to ensure alignment with statutes, regulations and agency policies; Provided support in the administration of grants, agreements, or acquisitions/low-level contracts and purchase requests; Assisted in the closeout of grants, agreements, or contacts/acquisitions including reconciliation of expended funds; and/or Reviewed statements of work and financial plans to determine appropriate instrument and applicable provisions. OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a field that demonstrates the knowledge, skills and abilities necessary to perform the work of the position, such as degree programs in accounting, contracts, finance, business management, business administration, purchasing, procurement, grants management, agricultural management, economics or marketing. OR an appropriate combination of graduate level education and specialized experience described above (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level).
For the GS-11 level: Must have 1 year of specialized experience equivalent to at least to the GS-9 grade level in federal service. Specialized experience is defined as performing 3 of the following 4 duties: Monitored grants and/or cooperative agreements to assess compliance with regulatory, policy, and reporting requirements. Performed standard grants and/or agreements administration tasks. Conducted standard grants and agreements close-out processes, including the preparing of final assessments for compliance with statutory and agency requirements for disposition of property, financial and accounting reconciliation, and resolution of any adverse audit findings. Applied new or modified work methods in performing conventional grant and/or cooperative agreement pre-award tasks, such as generating grant solicitations, identifying potential negotiation strategies, and making recommendations to resolve problems. Substitution of Education for Experience: Applicant Qualifications for the GS-11 grade level: 1 year of specialized experience equivalent to at least the GS-09 level, OR one of the following: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or Combination of education and experience.
