Assistant General Counsel Duties : Advise the General Counsel and senior staff at the agency on all legal matters. Engage in difficult and complex legal matters having significant operational, financial, security, privacy and administrative implications for the Department of Information Technology and Telecommunications and the New York City Cyber Command. Also serve as a key point person with other agencies, including the Law Department, and handle conflicts-of-interest, litigation and business integrity matters. Play a key role in carrying out the mission of the General Counsel’s office to further the objectives and initiatives of DoITT and other agencies as they try to make New York City the most equitable City in the nation. Reporting to the General Counsel, use legal experience as a key member of the General Counsel’s team. Perform research and draft memos, legal opinions, policy statements, agreements, NDA s, memoranda of understanding and correspondence related to information technology, cyber security, privacy, broadband, and municipal law. Advise the General Counsel on cybersecurity initiatives carried out by the Cyber Command in collaboration with DoITT and the Office of the Mayor. Oversee representation of DoITT in administrative and judicial litigation. Act as liaison to Law Department attorneys representing DoITT in court. Advise DoITT managers on sensitive employment law issues including conflicts of interest law, federal, state and local labor law, prevailing wage law and anti-discrimination law, civil service law. and HIPAA. Manage special projects and initiatives as assigned. Represent the General Counsel at Citywide or inter-agency meetings and committees.

Qualification and Experience

Qualification : The candidate should have Admission to the New York State Bar. and either "2" or "3" below. Must have 1+ year of satisfactory United States legal experience subsequent to admission to any State Bar or Six months of satisfactory service as an Agency Attorney Interne (30086). Must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements: To be assigned to AL III candidates must have 2+ years of experience in Assignment Levels I and/or II or 3+ years of comparable legal experience subsequent to admission to the Bar, in the areas of law related to the assignment. Preferred Skills : Rigorous attention to detail, the ability to work effectively with staff in widely varied areas of responsibility. strong writing skills applied to matters of major importance to the City. Meticulous research and interpretation of complex or highly technical laws, rules or regulations. Ability to negotiate and draft complex contracts. analyze, study and report on the effects of city, state and federal legislation. and draft concise communications and correspondence. Proficiency in Microsoft Word, Excel and Access. SharePoint. and the ability to work with databases in general. 4+ years’ post-graduate relevant legal experience required. Litigation experience is a plus.
