ProfileChief Compliance Officer, Trust Bank The candidate will execute, evaluate, and enhance a risk-based compliance program for a federally regulated thrift bank. Will involve ensuring appropriate monitoring, testing, and training plans are in place and operating effectively to ensure compliance and the safety and soundness of the Bank. Coordinate Office of the Comptroller of Currency (OCC) regulatory exams. Develops, executes, and continuously evaluates a risk-based compliance program, annual/periodic self-assessments and continuous monitoring plan for internal and external regulatory entity compliance and, as applicable, safety and soundness and trust compliance. Trains staff to plan, scope and perform self-assessments and/or self-tests. Identifies, measures, monitors, controls, and reports risks to management and/or Board level. Manages regulatory exams and works to maintain positive working relationships with examiners. Directs training for business unit employees in connection with compliance requirements. Works with management to help ensure compliance requirements are complete and accurate for existing laws and regulations. Assesses impact for new regulatory requirements and implements compliance requirements. Develops and implements policies and procedures. Requires an understanding of laws and regulations, corporate structure, and the activities of the business units supported as well as their products and services. Selects, develops and evaluates personnel to ensure succession and the efficient operation of the program. Provide strategic leadership for compliance requirements. Help ensure that the compliance program meets management expectations and regulatory requirements. Develop and implement policies and procedures. Build strong relationships with business units using honesty and transparency. Help ensure that business units understand compliance risks and requirements. Provide compliance training to help ensure employees understand compliance responsibilities. Perform self-assessments and clearly and consistently communicate the concern, cause, consequence, corrective action, and commitment. Influence changes efficiently. Collaborate with Internal Audit and Enterprise Risk Management on compliance risks. Manages the implementation and maintenance of disaster recovery plans and activities in assigned areas. Maintains current contact information for all employees in applicable areas and communicates with non-recovery employees during a disaster. Fosters the highest level of commitment among our people through transparent communication about business challenges, successes and results. Qualification and Experience
The candidate should have working knowledge of laws and regulations pertaining to thrifts, federal savings banks, bank trust department activities, and the ability to read and understand laws and regulations. Background in developing and implementing compliance programs is essential. Must have Juris Doctor degree. Must have or willing to work toward obtaining CFIRS, CRCM, CAMS, or CIPP designations. Broad-based experience with securities is essential. Knowledge of all areas of COUNTRY Trust Bank operations and the COUNTRY Financial business model is essential. Previous experience overseeing a financial institution compliance program is essential. Must have Bachelor’s degree and 10+ years of relevant insurance or financial services industry (as applicable) and/or regulatory compliance experience OR, Master’s degree and 8+ years of relevant insurance or financial services industry (as applicable) and/or regulatory compliance experience OR 12+ years of relevant insurance or financial services industry (as applicable) and/or regulatory compliance experience. Must have 4+ years of management experience.
