Personnel Security Specialist - GS 7 – 9 The candidate functions as the facilities Personnel Security Specialist with responsibility for the overall personnel security adjudication and security program. Responsible for adjudication process of all National Agency Checks with Written Inquires (NACls), Special agreement Checks (SACs) with Issues, and Minimum Background Investigation (MBI) and Background Investigation (Bl) referrals from VA Security and Investigations Center (VASIC) security clearances with regard to suitability issues. Establishes, gathers, and coordinates record of evidence in support of proposed personnel security and suitability actions and decisions. This includes submitting disposition requests to the appropriate court, law enforcement agency, or other source in order to obtain clarification or additional information with regard to a particular case. Provides technical advice and guidance to employees, contractors, affiliates, and volunteers with regard to matters pertaining to e-QIP. The review of SF 85s, OF306s, and other e-QIP documents for completeness prior to submission to the e-QIP Approver or OPM. Ensures that prospective appointee's Special Agreement Check (SAC) has been completed and favorably adjudicated prior to the entry-on-duty (EOD) date. The incumbent schedules and coordinates fingerprint, ID badge, and access code appointments as necessary. Serves as the Primary PIV Registrar and Issuer. Receive training and certification to conduct minor maintenance, trouble shooting and repairs to access control systems (PACS). Other job related duties that are assigned by the supervisor.
Qualification and Experience
The candidate must be current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position must have served 52 weeks at the GS-5. For a GS-9 position must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows time-in-grade eligibility must be submitted with application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-7: Specialized Experience: Must have 1 year of specialized experience equivalent to at least the next lower grade GS-5 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Personnel Security Specialist position Specialized experience includes: Personnel Suitability and Security; Adjudication process of Personnel Suitability Checks with Written Inquires (NACIs); Special Agreement Checks (SACs) with Issues, and Minimum Background Investigation (MBI) and Background Investigation (Bl) referrals from VA Security and Investigations Center (VASIC); Providing technical advice; Customer Service; Computer Knowledge with MS-Word, MS- Excel, VistA. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond High School.
