Community Planning and Development Specialist
Duties: Monitor and evaluate recipients of CPD Programs and other grants. This process requires planning, scheduling, conducting on-site reviews, analyzing information, coordinating group activities and recommending subsequent actions. Assess the adequacy of the grantee’s management system(s), and with determining compliance in such priority areas as program process, accountability of awarded funds and program income, program benefit, national objectives and eligibility, effective use of funds and sub-recipient management. Develop training programs and help train those involved in making judgments concerning disaster assistance program requirements, such as activity eligibility, compliance with other statutory requirements, adequacy of grantee performance and reporting.

Qualification and Experience

Qualifications:
For GS-11: The candidate must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: supporting a community development or economic development program for a federal, state, or local government or non-profit organization; AND designing training programs or conducting training on community or economic development topics.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M.; in order to be qualifying, education must be in a related field.
OR
A combination of the following: more than 2 full years of progressively higher level graduate education leading to a Master's or equivalent graduate degree, if related, and experience, may be used to meet total qualification requirements. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

For GS-09: The candidate must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: supporting a community development or economic development program for a federal, state, or local government or non-profit organization; AND assisting with training on community or economic development topics.
OR
Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D.; in order to be qualifying, education must be in a related field.
OR
A combination of the following: more than 1 full year of progressively higher level graduate education, if related, and experience, may be used to meet total qualification requirements. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For GS-11: Must have been at the GS-09 level for 52 weeks.

For GS-09: Must have been at the GS-07 level for 52 weeks.
