Senior Director – Policy and Research The candidate will: Serve as a versatile subject matter expert on prescription drug coverage and benefits within PhRMA’s Policy and Research department, with a particular emphasis on state-based reforms impacting health insurance, prescription drug coverage, and transparency within the health care sector; Represent the Policy and Research department and contribute to working discussions at state-focused strategy meetings held regularly within PhRMA; Lead policy development on challenging issues with state and federal aspects, working with member companies through an established process to drive consensus and resolve concerns; Monitor, analyze and summarize state policy developments relating to insurance coverage and regulation, Medicaid reform, and transparency, with particular attention to issues relating to prescription drugs; Serve as a liaison between the Policy and Research department and State Advocacy teams to ensure alignment of state and federal policy positions and work streams; Lead rapid response and analysis of high-profile state legislative or regulatory proposals identified by the State Advocacy teams, including preparation of amendments, talking points, press releases, position statements, testimony, presentations and other materials; Work closely with PhRMA’s State Advocacy, Advocacy & Strategic Alliance and Public Affairs teams to understand goals, objectives, and needs, and manage issues proactively to ensure timely response; Oversee development and updating of state-facing advocacy materials in coordination with other departments and translate national policy research and analyses for effective use in the states, and vice versa; Identify gaps in existing research and analysis from the state perspective and recommend action to fill the gaps, working in concert with the Policy and Research team to fulfill them.
Qualification and Experience
The candidate should have Bachelor’s degree. Should have 7+ years of experience in legislative or regulatory policy and advocacy. Should have 3+ years in a setting that required frequent analysis and drafting or revision of legislative text. Demonstrated ability to lead and work in a highly matrixed environment. Ability to synthesize, distill and clearly communicate complex ideas to a non-technical audience. Excellent interpersonal, communication and writing skills. Occasional domestic travel required. A J.D. degree; or A master’s degree in Public Policy or related field and with Capitol Hill (federal), HHS (federal), and/or state legislative or regulatory experience preferred.
