Attorney III The candidate will provide legal services to System with regard to investment transactions for the $53 billion Public School Employees' Retirement Fund, the Act 5 Hybrid Plans, and administrative contracts in support of the agency's operations. Will serve as legal counsel to the Public School Employees' Retirement Board and may also assist the Deputy Chief Counsel in the area of securities litigation as requested. Draft, revise, negotiate and manage a wide array of contracts and related documents, including limited partnership agreements, hedge fund agreements, investment management agreements, trust instruments, brokerage contracts, investment information services contracts, global market entry documentation, contracts for administrative services, outside counsel engagement agreements, benefit counseling facilities rental agreements and Health Options Program contracts. Provide legal services related to drafting legislation, regulations, resolutions and policies related to the Act 5 Hybrid Plans. Perform legal research and provide, through the Chief Counsel, written and oral legal advice, opinions and recommendations to the Retirement Board and administrative staff on investment, benefits and administrative issues. Prepare and conduct presentations to the Board and staff, as well as attend all Board, committee and staff meetings as required. Assist in the review, development, and finalization of forms, publications, contracts, etc. utilized by or submitted to System to ensure appropriate form and legality. Represent and serve as agent of System; acting to protect System' interests and to ensure that the Public School Employees' Retirement Fund is not exposed to untoward liability or financial loss. Responsible for independent decision making relating to assigned work and function independently on complex matters subject to general supervision. Identify and resolve legal issues and coordinate with staff on the resolution of business issues under applicable law and commonwealth/client policies or requirements that occur in the course of System' investment, benefits administration and agency activities. Counsel maintains communications with client staff, senior management staff and direct supervisor with regard to developments of concern and on the handling of new, significant and/or sensitive issues. Should have 5 years of professional legal experience and graduation from an accredited school of law OR an equivalent combination of experience and training. Must be licensed to practice in Pennsylvania. Application Deadline: April 18, 2018.
