Paralegal 2 - Hearings Unit The candidate will ensure that the administrative hearings process is conducted in compliance with requirements for both procedural and substantive standards. Working at a high level of independence, the incumbent will perform complex paralegal work which includes legal research, analyzing case fact situations, and using computer databases for tracking legal documents. Analyze case fact situations of significant complexity for legal issue identification and recommendations to the firm's Presiding Officer. Prepare and make recommendations to the Presiding Officer concerning issues involved in cases. Communicate with private attorneys representing the insurance companies, brokers, and agents, company staff, the Office of Administrative Hearings (OAH), the public and other individuals concerning contested cases and other adjudicative cases, which may come before the Presiding Officer. Draft legal documents, including typing and distributing legal documents to be entered by the Presiding Officer or by this individual. Assist in the preparation for company hearings and attend the trial or hearing. Track documents, pleadings, and other legal documents by coding and entering information into office digests and calendars. Use and modify existing computer databases and maintain the Judicial Calendar, which includes updating activities in each case and the publication of all filed documents on the Hearings Unit's website. Participate in agency workgroups on issues affecting the Hearings Unit. Organize and document hearings unit processes.
Qualification and Experience
The candidate should have a Graduation from an accredited two year paralegal program AND two(2) years of experience as a paralegal or legal assistant; OR Graduation from and accredited four year college and completion of a nine month paralegal or legal assistant program AND one year of experience as a paralegal or legal assistant; OR Three years of experience as a paralegal or legal assistant; OR Two years of experience working as a Paralegal 1. Expert knowledge of legal terminology is needed. Demonstrated knowledge and experience with administrative hearings and procedures (Administrative Procedure Act). Intermediate level skills and experience utilizing Microsoft Word and Outlook. Bachelor's degree or higher preferred. CP (Certified Paralegal) or CLA (Certified Legal Assistant) Certificate a plus. Knowledge of insurance industry. Expert knowledge of Administrative Procedure Act, RCW 34.05. Prior work experience in a agency Hearings Unit a big plus. Prior work experience conducting legal research using databases such as Lexis and Westlaw. Intermediate level skills and experience using Microsoft Excel. Ability to prepare/draft and distribute legal documents accurately and timely. Ability to identify issues, analyze, and make interpretations independently. Ability to communicate effectively with corporate attorneys, parties to litigation, and the public in imparting legal information with a high level of expertise, insight, centered demeanor, and compassion. Working knowledge of applicable laws.
