Paralegal Specialist, GS 11 - 12 Duties: The candidate will be analyzing materials consisting of research, legislation, regulations, precedents for the most complex cases, statutes, bills, reports, legislative histories, news clips, hearings and treaties concerning current issues directly affecting the foreign assistance program of the Agency. Will be performing legal research for attorneys, upon request. This requires the use of case law, federal state and specialized case reporting services, treatises, bills, amendments, reports, hearings, debates and position papers. This may also require using the automated online services of LexisNexis to formulate and execute searches in pertinent databases. This requires a broad knowledge and understanding of the opinions prepared in OGC, as well as knowledge of all foreign assistance related legislation and legislative processes. Providing support for the OGC electronic knowledge management system, including assisting users with research questions and categorizing and uploading documents into the system. Serving as the Audit Management Official for OGC. Managing office processes to make sure proper legal coverage for all audits, investigations, or other inquiries by the Agency's Office of the Inspector General (OIG), Government Accountability Office (GAO), Congressional Oversight Committees, and other bodies. Conducting an initial review of all Agency proposals for rulemaking in accordance with the Administrative Procedures Act, Executive Orders, Office of Management and Budget (OMB) guidance, and other relevant materials. Preparing replies to correspondence, researching specific problems when sources of information maintained for the purpose are inadequate, and coordinating the proposed reply with the organizational unit responsible for the area of the law involved when deemed appropriate.
Qualification and Experience
Qualifications: For GS-11grade level: Must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: independently performing research of substantial variety and complexity; and analyzing, developing, and maintaining materials consisting of research of legislation, regulations, statutes, bills, reports, legislative histories, news clips concerning current issues directly and tangentially affecting the foreign assistance program of the Agency. OR Should have Ph.D. or equivalent doctoral degree, 3+ years of progressively higher level graduate education leading to such a degree, or LL.M., if related. For GS-12 grade level: Must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Should have 1 year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: resolving problems or questions through application of established criteria and methods, such as reviewing matters to determine Agency position in similar cases or issues; deciding on and carrying out the necessary procedural steps; and justifying the need to pursue any further actions. Work at this level affects the outcome of cases, issues, the well-being of the individuals involved, as well as having a broad impact on Agency-wide programs and practices. Deadline: 30 March, 2018.
