Paralegal Specialist ; GS 7 - 11
Duties: The candidate participates in reviewing case materials, supports litigation (i.e. interviews witnesses, prepares case summary reports, participates in trial preparation, drafts discovery requests and discovery responses, prepares and organizes trial exhibits, coordinates meetings and logistics associated with litigation). Participates in providing direct legal services to clients on case and/or program assignments, including but not limited to tort claim investigation, adjudication and litigation support. Assists Senior Specialists to conduct reoccurring legal and factual research and writing as assigned, utilizing all applicable legal research tools available. Obtains, analyzes, develops and applies relevant facts and law to assigned work. Assists Senior Specialists to prepare memoranda, briefs, draft legal opinions, and/or written documents needed by OGC managers or attorneys to deliver accurate, timely and effective legal services.

Qualification and Experience

Qualifications: GS-07: The candidate should have 1+ year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conferring with higher-level colleagues and supervisors in developing subject expertise and resolving obstacles or non-routine issue. Must have under close supervision, experience evaluating and making final determinations or recommendations on legal program work, Investigates and assists senior staff in determining specific data needed and the best approach to obtain the data. Experience assisting in the legal and factual research and writing needed on assigned cases and/or programs.

Must have 1- full year of graduate level education.

Must have combination of specialized experience and graduate education that equates to 100% of the requirements for the GS-7.

GS-09: Must have 1+ year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, to: Some experience providing direct legal services to clients on case and/or program assignments and handling assigned non-complex work. Experience managing case load, utilizing time and case management resources (GCLAWS) is essential. Experience obtaining, analyzing, developing and applying relevant facts and law to assigned work is essential. Experience under guidance, evaluating and making final determinations or recommendations on legal program work is essential.

Must have Master's or equivalent graduate degree.

Or
Must have 2- full years of progressively higher level graduate education leading to such a degree

Or
Must have LL.B. or J.D. degree.

Or

Must have combination of specialized experience and graduate education that equates to 100% of the requirements for the GS-9.

GS-11: Must have 1+ year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, to: Experience on a regular basis providing direct legal services to clients on case and/or program assignments and handling all assigned work from start to finish with no supervision needed. Must have experience negotiating informal resolutions and/or developing facts and analyzing law. Experience providing direct litigation support to the Office of the United States Attorney is essential. Experience resolving issues and conflicts, including trouble shooting for less experienced staff and mentoring and training is essential.

Must have Ph.D. or equivalent doctoral degree.

Must have 3 full years of progressively higher level graduate education leading to such a degree.

Must have LL.M., if related.
