Traffic Management Specialist Duties: The candidate will perform a wide variety of duties including traffic management, freight classification, and rating in support of Warfare Center missions. Will determine the appropriate freight classification and most economical rates and routes, considering the suitability of routes, the necessity for specialized carrier and/or equipment, and the desirability of using two or more carriers or modes of shipments. Guide, direct and perform a variety of duties including preparation of shipping documents, maintaining shipping logs of all inbound and outbound shipments, tracing and expediting of shipments, maintaining files of shipping documents, and assembling and preparing reports for the shipping activity. Establish procedures and controls to insure responsive, efficient and cost-effective transportation of goods. Provide advice, assistance and direction concerning transportation matters to the command, tenant activities as well as contractors, carriers and regulatory bodies. Conduct traffic studies and analyses for the Warfare Center; collect data, compile statistics, and perform studies concerning rates, tariffs, routings, classifications, schedules and services. Establish or modify existing contracts and agreements as a result of negotiations with carriers and obtains one time rate tenders. Provide traffic management guidance for the movement of material/equipment in support of units deployed worldwide.
Qualification and Experience
Qualifications: The candidate must have 1+ year of specialized experience at or equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector analyzing or coordinating transportation requirements for commodities supporting a warfare program. Examples of qualifying experience may include: managing a transport or traffic system to move warfare program commodities when there is accountability for operating costs; conducting analytical studies of warfare program traffic management functions, operating methods, procedures, or performance; negotiating with carriers on questions of rates, transit privileges and charges, or classification of commodities for a warfare program.
Successfully completed a completed a Ph.D. or equivalent doctoral degree in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
Successfully obtained an LL.M. degree which is related to the duties of this position.
Have a combination of experience and graduate education as described above that equates to one year of experience.
