Contract Specialist - GS 07 – 09 The candidate will perform the full range of policy-related work, price analysis, cost analysis, contract negotiation, administration, and termination. An example of contracts include the Airline City Pairs Program, which provides negotiated airline rates to meet the government’s air travel needs. The major duties of the Contract Specialist position include to: Performs procurement planning tasks, including researching market conditions and identifying within assigned programs the sub-systems, components, supplies and services to be acquired by the contract. Related tasks include: Developing procurement objectives in terms of competition and price considerations. Developing procurement documents including subcontracting policy, set aside policy and similar considerations. Preparing Determinations and Findings, Justification and Approvals and solicitation documents. Preparing and maintaining acquisition plans, appropriate milestone information and related schedules. Evaluates technical submissions, bids, or offers for responsiveness to the solicitation. Related tasks include: Performing cost and/or price proposal analysis. Establishing competitive range and performing best value analysis for negotiations. Analyzing overhead costs and determining reasonable profit. Coordinating the establishment of a technical evaluation committee or source selection evaluation board to determine acceptability of technical proposals; preparing source selection plans, and developing selection criteria. Assisting in the oversight of the evaluation process to ensure that board members consider offers in accordance with the source selection plan; reconciling inconsistencies in evaluations; and preparing or overseeing the preparation of the board’s evaluation reports; Developing pre-negotiation position or advising other agency personnel involved in negotiations on the development of a pre-negotiation position. Developing negotiation plans; assisting with conferences; and participating in discussions and negotiations with contractors. Obtaining required pre-award approvals in accordance with Federal Acquisition Regulations and Agency Regulations. Making final determination on awards within delegated contracting officer authority; or recommending awards on contracts to higher level contracting authorities. Performs the full range of post-award functions. Related tasks include: Conducting pre-performance conferences with the contractor to provide information, clarify standard and special provisions of the contract, and maintain liaison with the contractor to interpret contractual obligations and resolve problems. Analyzing proposed modifications, supplemental agreements and change orders. Reviewing contractor proposals when precedents are of high relevance. Assists higher graded Contract Specialists in negotiating modifications, determining contract cost changes, price adjustments, progress, partial and final payments. Related tasks include: Negotiating delivery, contract payments and/or delivery of completion documents for the contracts. Determining whether the contractor has fulfilled all contract requirements, any corrective actions needed and/or monetary adjustments for deficiencies. Monitoring contractor’s performance and maintaining contractor’s compliance with contract, regulatory and statutory provisions. Determining status of contract performance scheduling and problems that have arisen and proposing solutions. Assists higher graded Contract Specialist in executing modifications and supplemental agreements. Related tasks include: Preparing memoranda to explain rationale and methods used in arriving at final price. Determining agency position on protests from unsuccessful bidders/offerors. Preparing initial agency position on GAO and agency-level protests from unsuccessful bidders. Closes out contracts. Related tasks include: Issuing termination notices; reviewing settlement proposals; and developing the Government’s position with respect to contractor claims. Determining whether and when to terminate contracts for the convenience of the Government or due to contractor default. Taking administrative actions, calculating Government liability, determining settlement costs and negotiating settlement agreements. Reviewing termination notices for extent of action (partial or complete) and for special conditions or instructions. Issuing determinations of costs disapproved due to unallocability, unallowability, or unreasonablenessContract Specialist. Executing modifications in settling terminations or claims and obtains contractor’s release of claims.

Qualification and Experience

The candidate should have following qualification:
Basic Requirement for GS-1102-05 through 12 levels: A 4-year course of study leading to a bachelor's degree with a major in any field; or at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exception Provision : If occupied a GS-1102 position at the GS-5 through GS-12 on January 1, 2000, are considered to meet the basic requirement. In addition to the requirements listed above, applicants must meet the following for each of the grade levels covered in this posting:
GS-7 Level -
Specialized Experience:Applicants must have 1 year of specialized experience equivalent to the GS-5 level in the Federal Service.
Specialized experience is defined as experience performing developmental assignments, assisting in the performance of recurring and developmental contracting assignments to procure supplies and/or services using your organization's acquisition regulations and/or policies. Procurement of these supplies and/or services must include two or more of the following: Using common contract vehicles and methods to plan and carry out acquisition actions; Contract Specialistlan and carry out acquisition actions; Performing work related to the pre-award andor post-award process; Evaluating vendor offers for both technical and pricecost factors to ensure best value to the organization agency; Responding to and resolving common acquisition issues OR
Education: Applicants must have one of the following: Completed at least one full year of graduate level education (18 semester hours or the equivalent); OR Completed all the requirements for a Bachelor`s degree from an accredited college or university plus meet the Superior Academic Achievement provision.
Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-7 level. To claim SAA, submit documentation of one of the following: Class standing -- Must be in the upper third of your graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
Grade-point average (rounded to one decimal point) of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in major field or the required courses in major field completed during final 2 years of the curriculum. Election to membership in a national scholastic honor society in one of the national scholastic honor societies listed by the Association of College Honor Societies.
Combination of Education & Specialized Experience: Applicants must have a combination of graduate level education (beyond the Bachelor's Degree) and specialized experience (as described above) that together meet the qualification requirements of this position.
GS-9 Level - Specialized Experience: Specialized experience is defined as experience assisting in the performance of recurring and developmental contracting assignments using organization's acquisition regulations and/or policies and must have demonstrated two or more of the following pre-award and/or post award processes: Using common contract vehicles (i.e. purchase orders, blanket purchase agreements, etc.) to plan and carry out acquisition actions; Evaluating vendor offers for both technical and price/cost factors to ensure best value to the organization/agency; Negotiating contracts, orders and/or modifications that are based upon previous examples/templates; Responding to and resolving common acquisition issues/questions.
OR
Education: Must have a Master's or equivalent graduate degree such as LL.B. or J.D., or 2 academic years of progressively higher level graduate education in a related field. OR
Combination of Education & Specialized Experience: Should have a combination of graduate level education (beyond the Bachelor's Degree) and specialized experience (as described above) that together meet the qualification requirements of this position.
Knowledge: Basic knowledge of commonly used contract types, laws, regulations, principles, and methods of contracting to acquire and administer contracts for a wide range of services, supplies and equipment. Knowledge of cost and price analysis and cost accounting standards sufficient to perform the full range of strategic, analytical, and technical procurement assignments. Knowledge of common source selection procedures as well as procurement integrity and ethics requirements. Knowledge of post-award procedures to administer contracts for a wide range of services, supplies and equipment. Basic knowledge of business practices sufficient to identify sources, recent developments and trends, economic factors affecting procurements and anticipated requirements of Federal agencies; to analyze cost and pricing data and contract proposals; and to evaluate the offers for responsibility.
Skills: Skill in basic contract negotiation techniques sufficient to negotiate prices, terms and conditions, contract modifications and settlements on less complex contracting actions. Skill in both written and oral communication to keep GSA management, customers, and contractors apprised of procurement issues.
