Senior Homeland Security Policy Researcher Duties: Advises a variety of homeland clients on policy-level decisions relating to homeland security, including: preparedness, resiliency, and emergency response; immigration policy and border control; critical infrastructure protection; cyber security; terrorism and counter-terrorism. Working in multi-disciplinary teams, Homeland Security Policy Researchers apply quantitative and qualitative skills to analyze policy problems of national and international importance, and communicate the results of these analyses to decision-makers.

Qualification and Experience

Qualifications: Ph.D. or Master's degree in public policy, public administration, policy analysis, or other discipline closely related to the topics outlined in the Position Description above. Applicants with a JD degree will also be considered. Should have 10+ years of relevant policy experience in homeland security policy planning and analysis with a record of progressively increasing responsibility. Substantive areas of analysis include: security, threat, and risk assessment; policy analysis; acquisition planning and development; and regulatory assessment. Homeland Security Policy researchers should have extensive knowledge and demonstrable ability to analyze or implement policies involving strategy, doctrine, operations, tactics, systems or organization. Excellent analytic skills, and the ability to communicate clearly and effectively in English, both orally and in writing; the ability to work effectively as a member of a multi-disciplinary team; and a strong commitment to core values of quality and objectivity. Senior positions require the ability to mentor and develop junior staff members, lead and direct multi-disciplinary teams, set project standards and monitor progress, and communicate interim and final results to the community and to policy-making audiences.
