Financial Intelligence Unit (FIU) Lead The Candidate will be responsible to promotes a "culture of compliance" to ensure efficient and effective risk and compliance management practices by adhering to required standards and processes. Ability to apply developing AML typologies, analytics, investigative techniques quickly and apply them to FIU AML-focused investigations which may lead to filing suspicious activity reports as required by law. Assists in overseeing AML analysts and investigators within the FIU escalation and workflow, review determinations that are well documented, and provide ongoing quality and performance feedback. Leads and enables a high-performing team to deliver on operational goals by providing 1:1 support, and enabling deeper, more scalable solutions. Assists in the oversight of the receipt of escalations from AML Monitoring and AML Investigations units, including the most sensitive, most complex and difficult money laundering and terrorism finance-related investigations for the FIU. These will include terrorist financing, National Security Letters, grand jury investigations, Politically Exposed Person (PEP) cases referred from the GAP Team, and joint case investigations with federal law enforcement. Ability to evaluate unusual and potentially suspicious activity. Ability to manipulate and analyze large transactional datasets using Excel and other statistical and data analysis tools. Ability to accurately express and articulate varying levels of confidence in analytic judgments based on the quality, consistency and availability of source information. Utilizes independent discretion and a high degree of sound judgment in conducting timely, highly accurate and effective analysis and investigations involving a wide variety of high risk activity. Team player with strong collaborative qualities and a positive demeanor. Ability to work on confidential and sensitive matters with a high degree of professionalism and discretion. Assists in the oversight timely, special and complex investigations; enhanced due diligence research; real-time notification or reporting; transaction monitoring. Assists in the oversight of collaboration with law enforcement and other financial institutions to address large scale or sensitive financial crimes including terrorist financing and money laundering. Assists in the oversight of SAR drafting, surveillance testing, link analysis, data mining and analytics. Assists in the management and assessment of the FIU’s various research and transaction monitoring tools. Assists in the oversight of FIU-drafted information for various regulatory and analytical reports. Maintains strong knowledge of all applicable current and proposed BSA/Anti-Money AML laws and regulations, specifically as they apply to money laundering, terrorist financing and OFAC. Assists in the scoping and building of tools needs to conduct analysis, investigations, and created related analytics. Provides BSA/AML training that may include webinars, periodicals and self -study in order to stay abreast of the BSA/AML laws and regulations. Builds and maintains relationships with C-suite executives, senior law enforcement officials, and FIU counterparts in similar regulated entities. Maintains strong relationships across the enterprise with FIU counterparts in the AML compliance program, Risk, and business. Maintains awareness of national and world events and industry trends through press releases, real-time monitoring, and collaborative relationships with law enforcement, internal or external watch lists or other relevant sources to mitigate the company's reputation or regulatory risk.

Qualification and Experience

The candidate should have Bachelor's degree or equivalent education and related training with Federal Law Enforcement experience in the investigation, research, and documentation of money laundering or terrorist financing or 7-10 years of BSA/AML experience. Experience conducting research on the Internet, utilizing variety of tools (e.g., Lexis/Nexis, WorldCheck, Factiva) and have strong knowledge and experience with BSA regulations and related compliance requirements (including reporting and record retention requirements), international AML/CFT standards such as those promulgated by the Financial Action Task Force, and understanding of how changes in those regulations or compliance requirements affect FIU management. Master's degree in business or related field, law degree, or other widely-recognized banking school. A minimum of two years of project management and problem management processes. Experience with BSA transaction monitoring or case management applications and related analytics. Knowledge of SAR filing requirements. Strong practical or management experience in investigative functions as it relates to current and proposed BSA/AML, USA PATRIOT Act laws and regulations, specifically as they apply to money laundering, terrorist financing and OFAC sanctions. Ability to work under tight deadlines. Agile in balancing priorities. Background in Fintech and/or regulated environments. Ability to write SQL and VBA code to extract and manipulate data preferred. Experience with statistical analysis tools such as “R”, Stata or SAS strongly preferred. Anti-Money Laundering Specialist, Financial Crimes Specialist, Certified Fraud Examiner, or related professional certification preferred. Education in econometrics a plus. Strong analytical, investigative research and documentation skills. Ability to draft policies, procedures, and management reports. Ability to communicate effectively, both verbally and in writing. Should have excellent verbal and written communication skills and presentation skills; ability to communicate effectively with senior leadership, business unit managers and external entities (e.g., federal examiners and regulators). Ability to work in a high stress, fast paced, and rapidly changing environment, within time-critical situations. Advanced Microsoft Office skills (Excel, Word, PowerPoint & Access) including the use of pivot tables. Ability to work on confidential and sensitive matters with a high degree of professionalism and discretion. Ability to effectively communicate investigative findings and recommendations with senior leadership and law enforcement. Capable of sharing knowledge, mentoring, and training other team members. Exercises good time management. Capable of executing effectively in an agile environment. Five years of data analytics related to complex finance, financial investigations, experience in money service businesses, Fintech, or banking environments, and/or familiarity with various financial products. Exceptional analytical, cross referencing, and deductive reasoning.
