Government Information Specialist (Disclosure Tax Law Specialist), GS 13 Duties: The candidate will be responsible for exercising independent judgment and for performing technical work of exceptional difficulty and responsibility. Will serve as caseworker, coordinator, consultant, and advisor regarding matters of Disclosure and other technical tax law material. Coordinate with a variety of management officials in several business units to search for, review, redact and respond to a wide variety of complex technical Disclosure issues subject to the Freedom of Information and/or Privacy Act, IRC 6103, IRC 6110, etc. Manage a large inventory of complex Disclosure requests. Provide expert technical advice and prepare background information documents relating to Disclosure issues. Analyze requests, research and review current Disclosure law issues and work with others to provide responsive records in replies to customers. Coordinate with other Business Functions to gather responsive documents. Coordinate to ensure technical content is accurate, reflects current Disclosure law and ensure that products are logically arranged and written in clear, easy to understand language. Maintain current awareness of changes in the Disclosure law, rulings, administrative decisions, and determine the effect on Disclosure products.
Qualification and Experience
Qualifications: The candidate must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in Federal service. Specialized experience for this position includes: experience in researching procedural guides encompassing references to multiple business units, legal research background, or other experience that required an understanding of cross functional operations and procedures, regulations, or other areas related to the position to be filled. Examples of qualifying experience include: Preparing, reviewing, or applying Internal Revenue Manual procedures in more than one section, advisory letters, memoranda, etc. related to procedures in multiple functions in addition to cross functional cooperation; or analyzing and adjudicating taxpayer claims, appeals, negotiation strategies, or similar work related to Federal tax operations; or work as an attorney or paralegal that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations; or work as a Disclosure Specialist conducting and interpreting FOIA law, regulations, and procedures; or work as an accountant, auditor, analyst, or investigator that required application of the Internal Revenue Code and related laws/procedures. Experience must be sufficient to demonstrate the following: experience applying Federal tax laws, Agency procedures of multiple business units, and other pertinent technical matters to address taxpayer's needs; convert complex tax laws and other technical matters into clear, concise, logically arranged, well written and easy to understand explanatory material; experience applying IRC and IRM procedures, principles, techniques and practices; experience with technical law and research techniques that include using on-line and paper methods. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
