Senior Rate Design Project Manager The candidate will develop policy positions and perform case management functions to support SCE’s business interests in proceedings. will be assigned to one or more high priority regulatory proceedings that impact SCE’s business interests and customer rates. Examples of current regulatory proceedings include the rate design phase of the General Rate Case (GRC Phase 2) and other proceedings either specifically dedicated to rate design (e.g. customer Time-of-Use period reset, economic development rates) or as part of larger policy applications with rate design elements (such as electric transportation, energy storage, net energy metering, etc.). Will leads cross-functional teams to address strategic issues associated with rate-reform-related regulatory proceedings. Identifies and manages resolution of complex regulatory issues. Leads the development and supports the advocacy of various rate policies, processes, and strategies. May act as a key consultant to senior and executive management. Interacts with internal and external parties to advance SCE’s positions. Maintains thorough knowledge of regulations, rules, and procedures. Coordinates with or serves as Subject Matter Experts (SME) to develop recommended positions and propose changes to draft regulations and legislation. Monitors progress, communicates status, and elevates issues as necessary. Communicates with all levels of the organizations, including management, regarding relevant regulations and legislation. Will Resolve strategic regulatory issues including research, technical analysis and reporting. Interprets regulatory requirements and provides technical support, oversight and guidance to the business to ensure compliance. Analyzes and evaluates policies. Conceives the framework for quantitative analysis and directs analysis/development of appropriate models. Reviews industry standards, performs benchmarking research, and assesses appropriateness of analytical methodologies, data, and policies as they relate to regulatory issues. Prepares reports and procedures. Manages witness preparation process. Identifies issues that require attention and raises them to management. Will Lead regulatory case management functions on proceedings of high strategic importance to the company. Prepares or help prepare testimony or position statements, ensuring the company's position is reflected accurately. Develops comments, arguments, and filings submitted to regulatory agencies to advocate SCE’s position. Develops persuasive comments and testimony for various filings and submittals to CPUC, and as needed, to other regulatory agencies such as the FERC, CEC or CAISO. Manages cross-functional teams to complete discovery, respond to data requests, and meet deadlines for regulatory filings. Represents SCE in proceedings with various regulatory agencies, other utilities, regional & national industry organizations, interveners, customers, and other departments and/or parties. Will coordinate rate policy development with other regulatory policy groups, organizational unit management teams and SMEs. Reports on rate design activities to Regulatory Affairs management team.
Qualification and Experience
The candidate must have Bachelor’s degree in relevant field such as Engineering, Business, Public Policy, Law, Environmental Policy. Must have electric utility industry experience. Must have 5 years’ experience in project management, strategic planning, energy markets, and regulatory policy. Must have master’s degree or Law degree. Project Management certification. Broad knowledge of Company and department policies, objectives, strategies, goals, applicable governmental and regulatory laws and requirements, and accounting and budgeting practices. Demonstrate strong project management experience and consulting skills. Demonstrate strong organizational skills with high level of initiative and ability to effectively interface, collaborate, and partner with stakeholders, senior management, clients and team members to help drive solutions and ensure stakeholder buy-in. Demonstrate sound leadership skills to set priorities, achieve desired actions and outcomes through negotiation and influence. Proficient with Microsoft Word, Excel, PowerPoint, Project, and Visio. Strong oral and written communication skills. Ability to follow Edison safety protocols and safe work practices. Must demonstrate the ability to integrate work across relevant areas, develop the business and services to enhance customer satisfaction and productivity, manage risks appropriately, manage information, and provide exceptional service to internal and external customers. Must demonstrate effective decision making, results delivery, team building, and the ability to stay current with relevant technology and innovation. Must demonstrate strong ethics, interpersonal skills, and the ability to effectively manage stress and engage in continuous learning.
