Counsel, Licensing Responsibilities : The candidate will assist the Senior Vice President & General Counsel, other more senior attorneys, and members of firm / Affiliate management by providing legal advice and counsel on a range of topics within their general practice area. This includes: performing legal research, identifying new or emerging areas of risk, and managing or providing support on specific legal projects. Will be responsible for developing new policies and procedures, and providing updates and advice on existing Affiliate / Region and System-wide policies. Will have the authority to recommend retaining outside counsel where internal resources / knowledge / capacity limits the ability to effectively manage an issue internally. If outside counsel is retained at the recommendation of Counsel, they will have the responsibility for managing outside counsel's work and associated expenses.

Qualification and Experience

Requirements : The candidate must possess a Juris Doctor degree from an accredited law school. Must be a member in good standing with a state bar. Must have demonstrated at least 3-5 years of significant business and/or healthcare law experience, including, primary and independent responsibility for significant transactions. Must have 3 years experience of advising health care clients preferably including hospitals, medical foundations and/or physician organizations. Must possess a comprehensive understanding of California and federal health facility licensing and certification laws, regulations and other requirements. A health law background reflecting experience handling legal and regulatory compliance issues, reviewing documents and working with regulatory bodies and facility staff to ensure compliant operations is strongly preferred. Extensive knowledge of health care laws including Stark, Anti-kickback, False Claims Act and familiarity with licensure, certification and accreditation requirements is essential. Candidate must demonstrate excellent written and verbal communication skills as well as the ability to translate legal complexities into terms readily understood by management and line personnel. Must have demonstrated initiative and an ability to work in a fast paced complex matrixed managed organization. Must be able to demonstrate strong client management and project management skills as well as the ability to work successfully both independently and within a team. The Counsel is not allowed a private law practice with the exception of pro bono activities performed outside the scope of this position.
