Hearing Officer The candidate, under direction with some latitude for the exercise of independent action and judgement, conducts and presides over discipline and contract grievance hearings at various locations, including depots and remote locations. Conducts investigations of complaints, including employee interviews and fact gathering and issues written decisions to form the basis of Authority's position at arbitration proceedings. Conducts research to assist in preparation for arbitration proceedings. Assists with scheduling of discipline and grievance cases. Presents expedited arbitration cases and/or adjudicates expedited hearing concerning shortage, medical disputes and differential pay cases. Liaises with client departments.

Qualification and Experience

The candidate should have a J.D. degree from an accredited law school OR a Baccalaureate degree from an accredited college or university in public or personnel administration, industrial management, labor relations or business administration and 3+ years of relevant experience OR a satisfactory equivalent education and/or experience. Knowledge of New York City labor contracts, rules, regulations and policy/instructions is preferred. Ability to interact with all levels of management and union personnel is desired. Proficient computer skills including PeopleSoft/EIS and MS Office an asset.
