Manager Utilities Relations Duties: Carries a high level of responsibility and must adhere to rigid schedules to facilitate timely delivery of the customer order. Responsible for negotiating complex agreements based on federal and state telecommunications regulations, experience preparing and submitting utility permit applications and interfacing with utilities. Negotiate utility agreements as needed in accordance with Client standards and parameters, the Federal Telecommunications Act of 1996 Section 224, and state regulations covering pole and conduit attachments. Interface with utilities to identify and ensure Client can utilize appropriate electrical tariffs and/or support development of new electrical tariffs and power application processes. Maintain relationships with utilities within the assigned area(s) (both municipal and investor owned) and manage, troubleshoot and/or assist with all aspects of acquiring approvals from utilities for installation, operation, and maintenance of Client facilities. Work with utilities to develop code compliant construction standards that can accommodate Client equipment. Serve as liaison between Client’s Implementation group and utilities to obtain, administer and ensure compliance with utility procedures at permit and construction stages of the project, and meet project timelines. Support the NRE market team on review of utility agreements and review of state regulations in collaboration with counsel. Provide response and input to protect Client’s regulatory rights and ability to install and operate networks in the market in collaboration with counsel. Provide research and advice to internal clients regarding utility pole owner procedures, practices, and timelines relating to Client deployments.
Qualification and Experience
Qualifications: Bachelor’s degree or equivalent work experience in utility industry. Paralegal certification desired. 5 years proven experience working in a utility, municipality, or Planning, Zoning, and Land Use capacity required or equivalent in a comparable industry or relevant military experience. Experience in presenting and speaking to the public and governmental entities. Must be experienced in navigating corporate command structures and working within a corporate group context. Familiarity with NESC, GO 95, OSHA and RF emissions regulations preferred. Familiarity with and experience of the rules and policies of the FCC and Public Utilities Commission preferred.
