Trade Compliance Practitioner, Empowered Official Duties: Ensure that the Division meets regulatory, corporate and division export and import compliance requirements while achieving business goals. Reports to the Manager, Trade Compliance and provides support to a variety of international and domestic programs. Support the day to day trade compliance operations and requirements of Link acting, when deemed necessary, as an “Empowered Official” within the definition of 22 CFR §120.25; Primary SME for export-import Operations, to include the coordination with 3PLs; Primary SME in the International Traffic in Arms Regulations, the Export Administration Regulations, Customs and Census Regulations; Coordinate and manage SOP, Transportation Plans, and other logistics documentation and planning requirements for Program Management, Material Management and other affected functions to include 3PLs; Serve as back-up to International Trade Compliance Manager and Export Compliance Coordinator in the draft, review and submission of Technical Assistance, Manufacturing Licensing Agreements, Export and Import Licenses, reviews on the jurisdiction and classification of Link products, services and data, obtaining Commodity Jurisdictions and processing Commodity Classification Requests as needed; Review, approve, track and monitor the use of International Traffic in Arms Regulations and Export Administration Regulations exemptions and exceptions respectively; Coordinate any U.S. Customs and Border Protection, and non-U.S. Customs requirements and programs. Identify and escalate Red Flags related to any proposed export or import. Execute due diligence procedures including restricted party screening, anti-boycott, anti-bribery and embargoes, identifying, addressing and escalating red flags as required; Thoroughly understand and remain current with the provisions in policies and U.S. Government Export/Import Laws and Regulations including the criminal, civil and administrative violations and penalties associated with those laws and regulations, providing guidance to Link staff as needed; Use corporate tools such as OCR EASE and Visual Compliance to submit, monitor and manage authorizations and related documentation; Maintain recordkeeping in accordance with U.S. regulations and policy. Produce, review and analyze Trade Compliance processes for Link sites. Perform annual compliance assessments and support audits of Link export and import transactions and processes. Participate in investigations and draft disclosures.
Qualification and Experience
Qualifications: A Bachelor’s Degree in business, international affairs, law or engineering. 5+ years of relative experience of relevant experience with trade compliance laws, regulations and operations; Significant experience in and working knowledge of all relevant export and import regulations. Experience working with defense companies; Strong working knowledge of Customs regulations and Customs programs (C-TPAT). Strong working knowledge in the ITAR, EAR; Experience in Dangerous Goods; Experience drafting, submitting and administrating Technical Assistance Agreements, Export/Import Licenses . Ability to interpret, understand and provide guidance to Link staff on complex regulatory documents and compliance requirements. Strong organizational skills with demonstrated experience managing multiple deadlines supporting regulatory requirements and business objectives. Strong communications skills with the ability to draft trade compliance process practices and instructions, prepare training materials and brief Link staff on applicable laws and regulations. Detail oriented with a high degree of accuracy required. Independent thought and action – highly motivated. Proficiency in Microsoft Office; OCR EASE and Visual Compliance a plus Preferred: Advanced degree in business, international affairs, law or engineering. 5+ years as an Empowered Official in the defense industry. Working knowledge of Export Control Reform . Demonstrated ability to solve complex problems. Hands on experience in the determination of the jurisdiction and classification of items, data and services.
